National Native American Heritage Month has only had formal designation since 1990 when President George H. W. Bush approved the first national resolution. Yet history behind this resolution goes back well into early 1900s when Dr. Arthur C. Parker, a Seneca Indian, and director of the Museum of Arts and Sciences in Rochester, New York began to advocate to Boy Scouts of America. He persuaded them to incorporate a day for “First Americans” to be honored.

Industry Update
President Joe Biden signed the infrastructure bill into law Monday. Infrastructure spending related to the $1.2 trillion Infrastructure Investment and Jobs Act will be coordinated by Mitch Landrieu, former mayor of New Orleans.
Elevated materials costs, labor woes, inflation and more made for a difficult 12 months for contractors, but there are positive signals too.
 
The U.S. Department of Labor announced Monday a final rule implementing President Joe Biden’s executive order raising the federal contractor minimum wage from $10.95 to $15 an hour. The final rule retains the Jan. 30, 2022, deadline by which agencies must incorporate the new rate into new contract solicitations.
