New York State Officials John Gibb and Floyd Madison to Retire

John R. Gibb, acting commissioner of the New York State Division of Homeland Security and Emergency Services (DHSES), is retiring on April 27 after a 33-year career in public service. Gibb was named acting commissioner when the Division was created last July 1 and was instrumental in merging the five offices into the new public safety agency. Prior to being named acting commissioner, Gibb served as director of the then New York State Emergency Management Office (SEMO) from 2005 until 2010.

Floyd A. Madison, New York’s state fire administrator, is retiring on May 12, ending a 42-year career in public service. Appointed in 2007 by then Governor Eliot Spitzer, Madison heads the Office of Fire Prevention and Control (OFPC), one of five offices that comprise the DHSES. He was instrumental in the merging of the five offices into the multi-discipline public safety division that exists today. Prior to his current position, he served with distinction as the fire chief of the Rochester Fire Department since 1999, after 30 years of service with the Washington, D.C. Fire & EMS Department, where he served as the assistant fire chief, operations, and deputy chief in the Firefighting and Fleet Maintenance Divisions.
