We continue to hear from many of you that the labor market has become tighter since AGC of America last surveyed its members about the extent of workforce shortages. While it is clear that worker shortages are a growing concern, and in some cases a significant problem, for many contractors, we feel it is important to continue our efforts to better quantify where these shortages are taking place, how severe they are, and what steps firms are taking to both cope with tight labor markets and improve the supply of new, qualified workers. That is why we are asking you to take a few minutes to complete the following workforce survey that we prepared. Your responses will help us better define the problem to elected and appointed officials, the media, educators and your peers within the business community. The more people understand the scope, and consequences, of a tight construction labor market, the more likely they are to act on the measures we identify in our Workforce Development Plan that are designed to make it easier for school systems, local associations and private firms to establish career and technical education and training programs. Construction firms added 17,000 jobs in May and 273,000 over 12 months, as the sector's unemployment rate fell to 6.7 percent, the lowest May rate since 2006, according to an analysis by the Associated General Contractors of America. Association officials noted that the job gains come as the private and public sectors are increasing investments in construction services.

Construction employment expanded in 232 metro areas, declined in 66 and was stagnant in 60 between April 2014 and April 2015, according to a new analysis of federal employment data released today by the Associated General Contractors of America. Association officials said even as contractors in many parts of the country continue to expand their payroll, many firms remain concerned about the potential impacts of federal transportation funding shortfalls. "Demand, particularly from private sector clients, has rebounded enough that many firms have been steadily expanding their headcount during the past twelve months," said Ken Simonson, the association's chief economist.

The AGC community mourned the loss of a dear friend and colleague with the May 25 passing of Richard C. Brown. Rick, AGC's executive director of meetings and convention services, spent more than 40 years working for the association. In addition to serving the association with great distinction, Rick was a devoted husband, loving father and grandfather and a highly respected pastor in his community in suburban Maryland. In honor of Rick, AGC of America's past presidents have initiated an endowment in his name for an AGC Research and Education Foundation Scholarship. The Rick Brown Scholarship Fund (contributions may be made online or mailed to the Foundation at 2300 Wilson Blvd. Suite 300, Arlington, VA 22201) will support construction management and construction engineering students in their pursuit of a career in the commercial construction industry. The U.S. Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers (Corps) on May 27, 2015, completed and released a new and final rule on the water features over which they will claim jurisdiction. The new rule is the culmination of their long and controversial effort to align federal regulations with the latest U.S. Supreme Court decisions and simultaneously make permitting decisions easier. The new rule takes many of AGC's extensive comments into account, and reflects the significant influence that AGC continues to exert.

 The Boston Business Journal recently recognized Commodore Builders, a Newton-based commercial construction management firm and an AGC of Massachusetts member, on its "2015 Pacesetters" list.  C.W. Driver, a premier builder serving California since 1919 and an AGC of California and San Diego Chapter member, recently completed construction on the new City of Manhattan Beach Library. Located at 1320 Highland Avenue in Manhattan Beach, the existing library was demolished for the construction of a new, two-story, 22,000-sq-ft library built with a point supported double glass curtain wall. Construction on the $19 million design-build project began on July 2013 and completed April 2015.

Gasoline was 19 cents per gallon, and the Boston Red Sox defeated the Philadelphia Phillies four games to one in the World Series. America was facing uncertain times as it was being drawn into a war waging in Europe that would inevitably become World War I. Against the odds, entrepreneurs Ben Many and his brother-in-law George Bishop, Sr. started a fledgling basement waterproofing business in St. Louis, Missouri that they named the Western Waterproofing Company, a member of multiple AGC chapters. A century later, that company would grow to become the nation's largest specialty contractor in building restoration and preservation.
