House Votes on Amendments to Defense Bill

The House of Representatives passed the 2022 National Defense Authorization Act, H.R. 4350, and the Senate recently released its version of the NDAA. Many members of Congress view the NDAA as the best chance to quickly move their legislative priorities. It may come as no surprise that the House considered more than 475 Amendments to the defense bill, and AGC has advocated for against amendments that impact the construction industry.

Among the amendments AGC weighed in on include:

• Opposition to Amendment 18 – This amendment requires new and onerous requirements for military construction requiring all military contractors and subcontractors be licensed in the state where the work will be performed and issuing local hiring preferences.
• Opposition to Amendment 205 – That skirts the traditional suspension or debarment process and makes it easier to blacklist federal contractors.
• Opposition to Amendment 311 – The amendment alters language to Section 2806 of the bill to require DoD to exceed a new 20 percent apprenticeship goal for military construction contractors. 
• Support of  Amendment 337 – This amendment would require the DoD to submit a report on the effects of the Cybersecurity Maturity Model Certification on small businesses.  AGC will continue to advocate for contractor priorities as the House and Senate conference their versions of the 2022 NDAA.
