AGC Education and Research Foundation Undergraduate and Graduate Scholarship is Now Open

Deadline to apply is November 1, 2022

Each year the AGC Education and Research Foundation offers undergraduate and graduate level scholarships to students enrolled in ABET or ACCE accredited construction management or construction related engineering programs. The application opened July 1, 2022 and closes November 1, 2022. Over $10 million in scholarships have been awarded to more than 4,000 students attending colleges and universities across the country. Through endowments made by AGC members and supporters, as well as AGC Chapters, the Education and Research Foundation awards over 100 scholarships each year to students dedicated to pursuing a career in the construction industry. The AGC Diversity & Inclusion Excellence Awards recognize contractors that are champions in advancing diversity and inclusion within their workforce, subcontractor-partners, supply chain, the association, and in the communities they serve. The AGC Diverse Business of the Year competition honors an outstanding diverse AGC member-firm that is committed to achieving business success, while also contributing to the association and communities in which they work.

In 2018, AGC of America celebrated 100 years of serving the construction industry. Construction Employment in July Trails Pre-Pandemic Level in 15 States As Lack of Qualified Workers Leaves Many Jobs Unfilled

Construction employment in July continued to trail pre-pandemic levels in 15 states as contractors struggled to find qualified workers to fill openings, according to a new analysis of federal employment data released by AGC of America recently. Association officials called on government officials to allow employers to sponsor more foreign-born workers and support more career and technical education to broaden opportunities for individuals to gain construction skills.

“Although demand for projects is strong, there are too many states where contractors can’t find enough workers,” said Ken Simonson, the association’s chief economist. “The high level of openings and low unemployment rate among experienced construction workers shows the industry needs more workers.”

Success in Chicago at the 2022 AGC IT Conference

AGC's IT Conference 2022, the best-attended conference since 2016, concluded last week, and attendees left Chicago with a trove of new information. The rooms were packed, and people stayed until the end. The conference was even extended until 3 p.m. on the second day!

With more than 320 attendees, it was a raging success and included numerous breakout sessions, networking breaks, demos and speakers, including an opening address from AGC Vice President Tom Brown. Another highlight in Chicago was a visit to Oracle’s Innovation Lab, a unique idea incubator designed to help businesses in a variety of industries tackle their most complex challenges. This 30,000-square foot facility provides a hands-on environment to develop new ideas and create solutions leveraging technology from Oracle and more than 30 industry partners.

The construction industry has experienced some very significant and sudden changes during the past few months that have led to dramatic changes in demand for work, availability of key construction materials, and the need for new workers. In order to better understand the impact of these changes on member firms so AGC of America can best tailor advocacy efforts and services, the association is asking members to take a few minutes to complete a workforce survey prepared by AGC and Autodesk.

The more data the association has to describe the scope and consequences of current labor market conditions, the more able AGC will be to educate government officials about the industry’s needs; and the more educated those officials are, the more likely they are to enact measures to help meet those needs. So, please take the survey today!

For more than two years, the U.S. construction industry has been buffeted by unprecedented increases in material costs, supply-chain bottlenecks, and a tight labor market. AGC’s Construction Inflation Alert is intended to help owners, public officials, and others understand what contractors are experiencing. The July 2022 edition—the 8th since early 2021, outlines steps owners and contractors can take to adjust to the fast-changing market conditions. Chapters and members are encouraged to forward the latest information about conditions, such as supplier newsletters and “Dear Valued Customer” letters, to Chief Economist Ken Simonson at ken.simonson@agc.org. AGC will continue to update the Alert as needed.

Annual survey by HCSS and AGC of America finds drivers and passengers are at greater risk of injury and death in work zone crashes, as officials urge drivers to be careful this summer

Sixty-four percent of highway contractors report that motor vehicles had crashed into their construction work zones during the past year, putting motorists and workers at risk, according to the results of a new highway work zone study conducted by the Associated General Contractors of America and HCSS. In response, officials urged drivers to slow down and remain alert while passing through work zones during the summer driving season.

Come Early to Dallas to Volunteer to Help Some of the Area’s Neediest Residents

AGC Charities Inc. and Hilti are organizing a volunteer day to help Rebuilding Together on Sunday, March 27th

AGC Charities and Hilti are working with a national group called Rebuilding Together, which renovates homes for the disabled, aging and/or veteran communities simple home improvement efforts, to organize a volunteer day on Sunday, March 27th. Member firm Hill & Wilkinson has volunteered to serve as the lead contractor on the project.

Volunteers will be renovating homes in the Cedar Crest neighborhood whose disabled owners are no longer able to maintain. AGC Charities will arrange bus transportation to and from the Annual Convention hotel (the Gaylord in Grapevine) and provide lunch and refreshments for all volunteers.

The volunteer day continues an AGC Charities tradition of hosting an Operation Opening Doors volunteer project in the cities that host the AGC Annual Convention. Anyone registering for the convention can sign up for the project online at the same time.

AGC Releases New Spanish-Language PSAs Urging Construction Workers to Get Vaccinated

AGC of America is releasing a series of new coronavirus public service ads that feature Spanish-speaking construction workers urging their colleagues to get vaccinated for COVID. Each of the workers featured in the ads was unvaccinated and had a near-death experience with the coronavirus. They want their colleagues to avoid making the same mistake and in the videos urge other workers to get their shot. You can find the ads here. The ads all direct viewers to AGC of America’s Coronavirus Vaccine toolkit (https://www.agc.org/covid-19-vaccine-toolkit) which now includes a feature to translate all the site’s content into Spanish.

Students in technical or approved craft training programs will have until June 1st to apply for $1,000 scholarships (renewal for up to two years) from the AGC Education and Research Foundation.

AGC and Two Chapters File Suit to Block the Biden Administration’s Vaccine Mandate for Federal Contractors

Temporary restraining order, noting federal contractors are already being harmed by the mandate

AGC of America and two of its chapters, the Dallas-based TEXO chapter of the association, and the statewide AGC of Texas chapter, filed suit this month in federal court to block the Biden administration’s effort to impose a COVID-19 vaccine mandate on federal contractors and subcontractors. The groups noted that many of their members that regularly construct federal projects and are already being harmed, as key employees leave for other jobs in the industry to avoid the strict federal mandate.

Widespread Steep Increases in Materials Costs in November Outrun Prices for Construction Projects, Adding to Squeeze on Contractors’ Margins

Prices of numerous construction materials soared again in November, outpacing the rate at which contractors raised their bid prices, according to an analysis by AGC of America of government data released recently. Association officials said the current steps being taken to address supply chain problems and rising prices have been insufficient and urged public officials to redouble their efforts.

“Prices for nearly every type of construction material are rising at runaway rates,” said Ken Simonson, the association’s chief economist. “These costs are compounding the difficulties contractors are experiencing from long lead times for production, gridlocked supply chains, and record numbers of job openings.”

Update on AGC’s Lawsuit Challenging the OSHA Vaccination/Testing Mandate

December 2021 -- ASSOCIATION NEWS

All 34 lawsuits — including AGC’s, supported by the Construction Advocacy Fund — challenging OSHA’s Emergency Temporary Standard (ETS) on COVID-19 are now consolidated in the U.S. Court of Appeals for the Sixth Circuit. The federal government has filed a motion in that court to dissolve the current stay of any enforcement of that standard, including its vaccination/testing mandate, and on December 10, the parties will complete their briefing of that motion. Since November 6, that stay has precluded OSHA from implementing or enforcing the ETS, including requirements that OSHA had scheduled to take effect on December 6. AGC of America expects the court to grant or deny the government’s motion within a matter of days. While significant, the court’s decision will not end the litigation. Its decision on the stay will not be a final decision on the merits of the ETS. That will come later.

The Sixth Circuit is considered one of the more conservative courts. Republicans nominated 11 of its members and Democrats nominated only 5. If the Sixth Circuit nevertheless dissolves the stay, OSHA will have the authority to immediately begin implementing and enforcing the ETS. At that point, one or more of the petitioners is, however, likely to go to the Supreme Court, seeking an emergency order to reinstate the stay.

OSHA COVID-19 Vaccine/Testing Mandate on Temporary Hold

Biden administration expected to challenge

In response to the U.S. Court of Appeals for the Fifth Circuit November 12 decision to temporarily halt (issue a stay on) the recent OSHA COVID-19 emergency temporary standard (ETS), OSHA announced on November 17 that it “has suspended activities related to the implementation and enforcement of the ETS pending future developments in the litigation.” However, OSHA also noted that it “remains confident in its authority to protect workers in emergencies” and is considered likely to challenge the current pause on its ETS implementation and enforcement before the U.S. Court of Appeals for the Sixth Circuit, where the 34 cases filed against the OSHA ETS—including AGC’s—have been consolidated. It is not clear as to what the outcome regarding the ETS will be.

Updates on Federal Contractor Vaccine Mandate

AGC hosts webinar; continues dialogue with agencies; engaged legal counsel

On October 14, AGC held a webinar—free for AGC members—with the prominent federal procurement law firm Crowell & Moring to run through the ins and outs of the federal contractor vaccine mandate from a construction contractor perspective. A recording of the webinar and its slides will be made available shortly. The General Services Administration also held its own webinar on October 13, the slides from which can be found HERE and a recording will be made available by the agency soon. For more information on how other federal agencies are addressing this mandate, click HERE. AGC is maintaining ongoing dialogue with many of the major federal construction agencies and will meet with them at the association’s Federal Contractors Conference November 8-9 in Washington, D.C. As with the OSHA ETS COVID-19 testing mandate, AGC similarly retained outside legal counsel weeks ago to evaluate legal options to challenge this requirement and has received a legal memorandum to guide the association’s actions.

The association and its members have encouraged voluntary COVID-19 vaccination for their employees since the vaccines became available. The construction industry has proven throughout the pandemic that it can work in a safe and essential manner. OSHA has previously deemed many construction activities as low exposure risks.

OSHA COVID-19 Testing Mandate Under White House Review

AGC seeks meeting with White House; Engaged legal counsel

On October 12, the U.S. Occupational Safety & Health Administration (OSHA) sent its draft emergency temporary standard (ETS) to the White House for review, a signal that a final ETS could be issued within a matter of days or weeks. The OSHA ETS will require all employers with 100 or more employees to ensure their workforce is either fully vaccinated against COVID-19 or mandate that any workers who remain unvaccinated produce a negative test result on at least a weekly basis. AGC plans to meet with the White House to share a host of concerns about the ETS. It should be noted, however, that AGC engaged outside legal counsel weeks ago to provide a legal memorandum that identifies the standards that OSHA must meet to justify using the ETS process instead of the normal administrative procedures that are typically employed. After AGC reviews the final, published ETS, the association will measure it against its legal memorandum to determine whether a court challenge is warranted and evaluate our chances for success.

AGC and its members have encouraged voluntary COVID-19 vaccination for their employees since the vaccines became available. The construction industry has proven throughout the pandemic that it can work in a safe and essential manner. OSHA has previously deemed many construction activities as low exposure risks.

The survey results underscore how the coronavirus pandemic has created constraints on the demand for work even as it limits the number of workers available to hire.

Construction Industry Takes First Step Toward Comprehensive US BIM Standard

The construction industry took the first step this month toward a BIM standard in the U.S. during an executive roundtable discussion hosted by the National Institute of Building Sciences. The 40 roundtable participants included executives from Autodesk, Bentley, WSP and HDR, as well as leaders from federal agencies like the U.S. Army Corps of Engineers and the Federal Highway Administration.

Stop the PRO Act from Becoming Law

On February 4, the Protect the Right to Organize (PRO) Act was introduced in Congress and AGC released a statement after its introduction: New “PRO Act” Will Hurt Construction Workers, Undermine Their Privacy And Make It Hard For The Economy To Recover, Official Warns. The bill is the AFL-CIO’s ambitious attempt to overturn decades of federal policy. Despite its name, the PRO Act does much more than protect an employee’s right to organize and engage in collective bargaining. In fact, the PRO Act would expand the economic weapons available to unions at the bargaining table, at the workplace, and beyond. The proposed legislation also contains provisions that are of particular concern to union contractors and those concerns were discussed in detail in an AGC analysis last year. AGC is encouraging members to tell their members of Congress to oppose this anti-worker, anti-privacy, and anti-recovery legislation by following this link.

Complete AGC of America’s Latest Coronavirus�Survey�by March 4 to Help Us Advocate for You

AGC of America is conducting a new coronavirus survey to determine how the pandemic has impacted operations over the past year and their expectations. The association will use the survey results to educate officials about the current state of the construction industry and advocate for additional relief measures designed to boost demand for construction. Please take the survey by the close of business on Thursday, March 4. The association will then analyze the survey answers and release the results by mid-March to members, the media and elected and appointed officials. Texas Governor Abbott working with AGC Chapters to Encourage Plumbers, Plumbing Supplies and Emergency Repair Workers to Help Rebuild Storm-Damaged State

In the aftermath of a deep freeze that crippled much of Texas last week, the Lone Star State is in need of plumbers, plumbing supplies and emergency repair workers. Most contractors expect demand for many types of construction to shrink in 2021 even as the pandemic is prompting many owners to delay or cancel already-planned projects, meaning few firms will hire new workers, according to survey results released recently by AGC of America and Sage Construction and Real Estate. Addresses Americans with Disabilities Act & other legal concerns for employers

The EEOC has released COVID-19 vaccination-related guidance, including critical information about legal concerns employers should know if they choose to mandate vaccinations for employees. The guidance can be found in the EEOC’s existing resource on COVID: What You Should Know About COVID-19 and the ADA, the Rehabilitation Act, and Other EEO Laws. AGC does not support government mandates for construction firms to require employee vaccinations. Rather, the association supports construction firms’ ability to freely choose the best approach for their individual businesses as well as their employees.

Las Vegas Rescue Mission Renovations Made Possible by AGC Charities Donations and Voluntary Construction Work from Local General Contractors

AGC donated more than $50,000 to renovations while Penta Building Group provided more than $800,000 in volunteer construction work and materials

Part of AGC Charities' annual Operation Opening Doors project, local volunteer general contractors led by Penta Building Group renovated the Las Vegas Rescue Mission, the downtown homeless shelter. Before the remodeling, it had just one bathroom to serve 88 guests in the women and children portion of the facility.

Brasfield & Gorrie, a member of multiple AGC chapters, recently teamed up with robotics and drone industry leaders to develop a construction technology breakthrough. The construction firm collaborated with robotics creator Boston Dynamics and drone software provider DroneDeploy to develop and pilot a new workflow for automating 360 video-based construction documentation.

“By combining robotic automation with DroneDeploy’s interior and exterior progress documentation process, we’re able to more consistently capture data about the complete project,” said Russ Gibbs, Director of VDC, Innovation and Operational Technology at Brasfield & Gorrie. “As a result, we’re able to make more informed decisions while allowing our team members to focus on tasks that require their expertise.”

California and Vermont post worst losses since February as Virginia and South Dakota add the most; Illinois and Iowa have worst one-month job losses, while New York and Vermont post biggest gains

Only eight states and the District of Columbia have recouped the severe pandemic-induced losses of construction jobs that occurred last spring, according to an analysis by AGC of America of government employment data released recently. Association officials warned that job losses will become even more widespread unless lawmakers promptly renew and expand the loan program that enabled firms to temporarily retain and rehire many workers.

The construction industry has long issued paper purchase orders (POs), which, in theory, flow from a buyer to a material supplier to confirm orders for construction materials. They also routinely use manual, paper-based processes to track tickets generated as materials move from plant to jobsite. But, in an information-intensive industry like construction, paper documents are often a hazard since they can disappear and be difficult — or impossible — to locate, share or distribute in their correct, most recent version. Paper documents can often become damaged or smeared, making them impossible to read and use.

Quality Management for Virtual Project Execution

The construction industry is experiencing extraordinary times in the world of capital project execution. The COVID-19 pandemic forced many firms to switch to a Work from Home (WFH) environment. While the construction phase by nature requires on-site presence, the construction management, engineering and procurement teams working on pre-construction phases have switched to a mostly decentralized workforce. This novel setting resulted in the exploration of new avenues for the quality management aspect of project execution. Since the poor quality of pre-construction phases will eventually find its ways to the construction phase, it is imperative for project participants to make necessary adjustments to keep quality in the forefront of execution.
