NRMCA Discusses Hours of Service Issues with FMCSA Administrator

Earlier this week, NRMCA staff along with a group of construction-related association officials met with Ray Martinez, Federal Motor Carrier Safety Administration (FMCSA) administrator and his top staff in Washington, D.C. to discuss Hours of Service (HOS). Through NRMCA advocacy, numerous exemptions have been granted from the Hours of Service regulations to the ready mixed concrete industry. In doing so, both Congress and FMCSA have recognized that many driving practices in the ready mixed concrete industry should not fall within traditional HOS restrictions.
The meeting revolved around exploring a uniform construction industry exemption from all HOS provisions and the Advance Notice of Proposed Rulemaking by FMCSA published August 23, 2018 (83 Fed. Reg. 42631). Comments on the proposed rulemaking were submitted by NRMCA independently and by the coalition of construction trade associations.
