NRMCA Monitoring Infrastructure Implementation

As the Biden Administration gears up to implement the Infrastructure Investment and Jobs Act (IIJA), the $1 trillion infrastructure package enacted last year, NRMCA and our allies in Washington are prepared to weigh in to ensure that the infrastructure bill is fully funded and is implemented in a manner consistent with the bipartisan way it was formulated and passed. While the higher funding levels of the surface reauthorization will be effective once Congress acts on appropriations, there are many programs that will require additional personnel at the Department of Transportation and will take years to implement.
On November 15, President Biden issued an Executive Order establishing an Infrastructure Implementation Task Force and establishing implementation priorities for his Administration, including efficient and equitable investment of public dollars, building resilient infrastructure and increasing the competitiveness of the United States economy. In December, the Biden Administration took additional actions that may impact the implementation of the IIJA, including an Executive Order on Catalyzing Clean Energy Industries and Jobs through Federal Sustainability. This order establishes the policy of the federal government to achieve net-zero emissions economy-wide by 2050 and sets forth an effort to leverage the scale and procurement power of the federal government to achieve this goal. Included in this policy are programs to transfer to zero-pollution energy sources and establishment of Buy Clean federal procurement policies.
It is unclear how this will impact the implementation of the IIJA; NRMCA will continue to monitor and advocate on any policies that would inhibit robust implementation of the federal infrastructure investment.
