White House Issues Executive Order on Project Labor Agreement

On Friday, President Biden signed an Executive Order (EO) directing all federal construction contracts over $35 million to utilize project labor agreements (PLAs). The EO does not impact federally assisted projects, though federal agencies have been pushing PLAs through grant applications. The EO will require a rulemaking during which stakeholders may comment on the proposed rule.
