NRMCA, Industry Notes Passing of Longtime NJ State Exec Partner Layton

NRMCA and the ready mixed concrete industry notes with deep sadness the death of New Jersey Concrete & Aggregates Association (NJCAA) Executive Director William Layton. Mr. Layton died June 29 after a struggle with cancer. He was 55.

Mr. Layton began his tenure with NJCAA in 1997 and spearheaded countless legislative initiatives that were enacted into law. “Working with Bill throughout the years on the New Jersey Concrete & Aggregate Association Board was truly a pleasure. Not only was Bill our executive director, but he was a friend to me and many of us on the Board. In all my years working with Bill, I never heard anyone have an unkind word to say about him. He was a friend to all. He will truly leave a tremendous void in the industry that can never be restored,” said Scott Braen, Board president.

"Bill was an early mentor to me, he introduced me to some of the largest developers in the region," added NRMCA Senior Director, Building Innovations, Frank Mruk whose territory includes New Jersey. "There were very few experts in New Jersey with a deeper knowledge of the concrete industry and its networks."

After graduating from high school, Mr. Layton enlisted in the Army. After he left the military, he earned a Bachelor of Arts degree in political science from Rutgers University and his Master of Arts degree in governmental affairs from Villanova University. He was a gubernatorial appointment to the NJ Economic Development Authority, served as political director of the New Jersey Republican State Committee and served as a trustee for Burlington County College.

Mr. Layton was predeceased by his parents, William and Marjorie Layton, and his wife Amanda Emigh Layton who died after her own lengthy battle with cancer. Survivors include his wife, Terri, a son, Will, and stepchildren Michael, Aidan and Ava Browne. A Mass of Christian Burial was celebrated Monday, July 3, at St. Pius Roman Catholic Church in Forked River, NJ.
