NRMCA is part of a consortium that supports the Life-365 model which represents a consensus estimate of the service life and life-cycle costs of alternative concrete mixture design and corrosion protection systems.  This model follows a methodology, originally developed under ACI’s Service Life Committee, which gives estimates on the effects of design, chloride exposure, environmental temperature, high-performance concrete mixtures, surface barriers and steel types on the service life and life cycle cost of steel-reinforced concrete structures. Over the years, the software has gone through continuous updates, including added features and a major user interface redesign.

Last week, NRMCA Senior Director, Building Innovations, Frank Mruk promoted Association resources at the February Carbon Leadership Forum (CLF)/Construction Specifications Institute (CSI) meeting held at the Boston Mass Club (Mruk is seen here at far right along with some of the attendees). Steven Burke, Suffolk Construction's senior director sustainability and co-chair of CLF Boston’s Low-Carbon Concrete group and Suffolk Construction's Director of Sustainability Michael Swenson presented on industry trends and future projects. Suffolk is the largest construction contractor in Massachusetts and one of the 20 largest in the country.

The iconic all-concrete National Veterans Memorial Museum in Columbus, OH, was the site of a half day Concrete by Design event co-hosted by Ohio Concrete and NRMCA. Contractors, architects, engineers, developers and local ready mixed concrete producers (some seen here) attended the event that highlighted cost effective concrete building and pavement solutions, reports NRMCA Senior Director, Building Innovations, Donn Thompson.
 
NRMCA is seeking new members to join the consensus committee for the next edition of NRMCA 100 Prescriptive Design of Exterior Concrete Walls for One- and Two-Family Dwellings. NRMCA 100 provides a prescriptive approach to the design of concrete footings, foundation walls and above-grade walls, both load bearing and non-load bearing, intended primarily for use in detached one- and two-family dwellings. The standard is a resource to architects, engineers and designers.

The Emergency Planning and Community Right-to-Know Act (EPCRA) put into law in 1986 requires industries to report on the “storage, use and releases of hazardous chemicals (and materials) to federal, state, and local governments.” This specific reporting requirement under EPCRA is commonly referred to as Community Right-to-Know (CRTK) reporting, Tier II reporting and/or Section 311/312 reporting.

The 2025 Fleet Benchmarking Survey is filled out by industry fleet managers and/or financial managers early each year, based on data gathered from the previous calendar year’s performance. The survey is used to establish industry benchmarking norms and procedures; information gathered is published in a full report in Concrete InFocus magazine each autumn.

The Safety Contest & Benchmarking Survey has for years been a safety performance and incentive/award program aimed to foster safe practices at ready mixed concrete plants across the nation. The contest and survey is a per-plant contest open to facilities operated by NRMCA member companies in good standing in 2024. Companies with more than one division are encouraged to distribute entry blanks to individuals responsible for keeping safety records at each plant location.

Government Affairs

On February 13, the NRMCA Government Affairs team participated in a roundtable with the House Transportation and Infrastructure Committee for staff to hear surface reauthorization priorities from industry groups. NRMCA joined other trade associations in highlighting the importance of growing and stabilizing the Highway Trust Fund; maintaining baseline investments made by the Infrastructure Investment and Jobs Act (IIJA); continuing to focus on resilience; and further investing in programs like bridge and major projects funding.

Among its priorities, NRMCA flagged for the committee the importance of the industry’s Buy America exclusion included in the IIJA and a review and increase in truck weights for ready mixed concrete delivery vehicles. Committee staff made clear their intention of listening to industry priorities as part of the goal of passing a bipartisan reauthorization bill before the current authorization expires in 2026.

On February 12, NRMCA joined a handful of pro-business industry associations, companies and advocacy organizations for a meeting of the Lobbying Committee of the Coalition for a Democratic Workplace (CDW). NRMCA has been actively engaged with CDW for the past decade on Capitol Hill to oppose anti-business labor proposals like card check and the PRO Act. As the 119th Congress convenes, there are concerns about the potential for these and similar proposals to be considered. In particular, the Lobbying Committee discussed the labor framework proposed by Sen. Josh Hawley (R-MO), which includes provisions lifted from legislation by Sen. Bernie Sanders (I-VT) and included previously in the PRO Act.

NRMCA will remain engaged on these and other labor issues in concert with our partners at CDW and the pro-business community.

NRMCA seeks to begin a joint working group of Government Affairs and Business Advancement committee members to review potential tax policies in play and then help guide the Government Affairs staff to formulate advocacy positions and strategies. This Tax Policy Task Group will meet on Tuesday, February 25, at 1 p.m. Eastern time.
