Registration for the RMC Research & Education Foundation’s 7th Annual Walk for Wellness is now open and registration may be accessed online. The Walk will take place in conjunction with NRMCA’s National Mixer Driver Championship at NRMCA’s ConcreteWorks 2018, starting and ending near the course. This popular event emphasizes the importance of health within the concrete industry. Your participation is a tremendous opportunity to support this initiative and the Foundation at the same time. The NRMCA Concrete Durability Course scheduled for August 20-23, 2018 has been cancelled. The next course will be scheduled in Spring 2019 at a location to be determined. The NRMCA Annual Concrete Technologist Training and Certification program (Short Course) is scheduled for November 5-9, 2018, at the RMC Research & Education Foundation Center in Silver Spring, MD. Last week, the Department of Labor (DOL) issued a final rule formally vacating the controversial “Persuader Rule." The rule, originally finalized in March 2016, has been on hold nationally since November 2017 by order of a federal judge. Since its inception, NRMCA has been actively opposing the rule, which aimed to limit employers’ ability to seek and retain legal counsel for purposes of consulting on employee union organizing drives. The rule also would have required employers and legal counsel to disclose certain financial and other unnecessary private company information, amongst other erroneous provisions. In numerous submittals to DOL, NRMCA has detailed how the rule represents an unwarranted intrusion into employers' and employees’ rights and that the revisions to current law are unwarranted and overly broad in scope. The July 18 notice formally rescinds the March 2016 rule, marking a major victory for the ready mixed concrete industry. The rescission is effective as of August 17, 2018. This year’s National Mixer Driver Championship brings an even more enhanced sponsorship program. Last Friday, President Trump signed an Executive Order establishing the National Council for the American Worker and the American Workforce Policy Advisory Board. The Council is charged with developing a national strategy for creating and promoting workforce development strategies that provide skills-based training, foster cooperation between the federal government, private employers, educational institutions, labor unions and non-profit organizations, and work with federal agencies for consistent implementation. Assisting this Council is the American Workforce Policy Advisory Board, which is directed to advise the Council on the workforce policy of the United States, including recommending steps to encourage the private sector and educational institutions to invest in education, training and re-training through apprenticeship and work-based learning. Developing an educated and skilled workforce is a high priority for the ready mixed concrete industry and one that NRMCA focuses on regularly. NRMCA and our related associations will partner to participate in and advance the President’s workforce development policies and initiatives. For more information, contact Andrew Tyrrell at atyrrell@nrmca.org. On Monday, July 23, House Transportation and Infrastructure Committee Chairman Bill Shuster unveiled a draft infrastructure bill. While the legislative and political calendar provides little place for a full-throated infrastructure push in 2018, this draft is intended to spark discussion and provide a framework for future infrastructure efforts by Congress. NRMCA applauds the release of this package and is eager to continue the push for a $1 trillion-plus federal infrastructure investment. Not only does this sort of infrastructure investment enhance our ability to compete and to move goods, but national infrastructure projects and secondary state and local projects are concrete-intensive, supporting the ready mixed industry and related construction industries. In addition, a broad infrastructure package like the one envisioned by House Transportation Committee leadership will provide a legislative vehicle for ready mixed concrete-specific provisions.
