NRMCA's annual member survey to measure regulatory action within the industry is used to determine regulatory trends on specific issues, issue types and in geographic regions. This year’s survey also includes specific sections related to COVID-19 regulatory enforcement. This information, while strictly confidential, will help NRMCA to better tailor its actions to address and combat any such issues, and to keep a finger on the pulse of when, where, how and why regulatory agencies are targeting and levying enforcement actions against the industry. The Safety Contest & Benchmarking Survey has for years been a safety performance and incentive/award program aimed to foster safe practices at ready mixed concrete plants across the nation. It is a per-plant contest open to all facilities operated by NRMCA member companies in good standing in 2021. Companies with more than one division are encouraged to distribute entry blanks to individuals responsible for keeping safety records at each plant location. The International Code Council recently changed the procedure for updating the International Energy Conservation Code away from the traditional code hearings to a consensus-based standards process. As part of that development a request for public comments was issued, with many comments submitted by multiple organizations, including NRMCA-supported proposals. The need for consideration of resilience when evaluating changes to the energy code, and the relationship between resilience and some of the major proposed changes that affect the concrete industry, are discussed in an article in Engineered Systems magazine by Scott Campbell, NRMCA senior vice president of structures and codes. The column is part of an ongoing series where Dr. Campbell lays out various aspects of security and resilience for a technical, but not specialist, audience and advances the concept of resilience as envisioned by NRMCA. The 2022 Fleet Benchmarking Survey is filled out by industry fleet managers and/or financial managers early each year based on data gathered from the previous calendar year’s performance. This year’s form includes new question on mixer drum composition, idle time and types of fuel being used. The Fleet Benchmarking Survey is used to establish industry benchmarking norms and procedures. Information gathered will be published in a full report this fall in Concrete InFocus magazine. The last spring 2022 Plant Manager Certification Course will be conducted May 3 - 6 in Milwaukee; the only remaining class in 2022 will be December 13 - 16, in Kansas City, MO. The 4-day course is industry-specific and concentrates on issues that challenge plant managers all across the country. The intense learning course includes the latest on product knowledge and technical standards, safety culture and OSHA-based regulations, operational and maintenance skills, current environmental issues and regulations from EPA as well as labor law issues and the challenges of supervision and training of industry personnel. The NRMCA Plant Manager Certification is required for all Army Corps of Engineer jobs and is considered the industry gold standard of training for all ready mixed concrete plant managers.
