The early bird registration deadline for NRMCA’s ConcreteWorks 2022 is Wednesday, August 10: register by that date and save $125 off the regular registration fees. The fees, except for a-la-carte registrations, include access to NRMCA’s ConcreteWorks, registration materials, attendance at education sessions and social functions. The CONCRETEPAC and RMC Research & Education Foundation fundraiser and some spouse/guest activities require a separate registration form and fee.

The Design Build Institute of America (DBIA) recently invited NRMCA to participate on a panel addressing embodied carbon in federal construction at the DBIA Federal Symposium in Crystal City, VA. The panel was arranged and moderated by Lance Davis with the General Services Administration (GSA), the first federal agency to establish embodied carbon limits on concrete for federal construction managed by the GSA. The panel included a designer from HOK, a contractor from a local construction company, Clark Construction, and representatives from the steel and wood industries.

NRMCA is happy to report that the current Federal Motor Carrier Safety Administration (FMCSA) Hours of Service (HOS) rules that allow numerous flexibilities for short-haul drivers such as mixer drivers have been upheld by the DC Circuit Court of Appeals. The 43-page ruling, handed down last week, was in response to a petition filed in late 2020 by the Teamsters and multiple safety advocacy groups arguing that the September 2020 HOS changes (which favored the concrete industry) don’t adequately address driver safety. The court disagreed with the Teamsters and safety advocates, stating that FMCSA had supplied enough evidence to justify the changes. The court stated that, “the Administration sufficiently explained and factually justified its conclusions that the new short-haul exemption and the 30-minute break requirement would not adversely affect safety, driver health, or regulatory compliance.” The Teamsters and the safety groups have stated they are still determining next steps for potential future challenges to HOS rules.

This decision, which is supported by NRMCA, is a huge win for the industry. The court’s decision continues to allow the ready mixed concrete industry and its sister industries to operate under the current, and more flexible, HOS rules as opposed to the stringent pre-September 2020 regulations.

NRMCA recently verified two product-specific Environmental Product Declarations (EPDs) for cement produced by NRMCA Materials Division member Lehigh Cement. The EPDs were developed in consultation with Athena Sustainable Materials Institute and based on a software tool created by the Global Cement and Concrete Association (GCCA). The underlying life cycle data for each plant and EPDs were reviewed and verified by EcoForm, a verifier in NRMCA’s EPD program.

Public access to the EPDs is available on the NRMCA EPD webpage and are listed as NRMCAEPD: 20063 Lehigh Cement and NRMCAEPD: 20064 Lehigh Cement. These EPDs report the impacts for bulk cement mixes from plants in Mason City, IA (20063) and Mitchell, IN (20064).

The American Concrete Institute (ACI) recently released ACI PRC 211.1-22, Guide to Selecting Proportions for Normal-Density and High Density Concrete. The previous version of this guide was published in 1991 and reapproved periodically without revisions. This updated guide covers some of the newer materials and addresses developing mixtures for permeability, shrinkage, modulus of elasticity and other performance properties. It discusses procedures for trial batches and adjustments and includes several numerical examples for mixture proportioning. Two appendices discuss laboratory testing and proportioning heavyweight concrete mixtures.
