The Federal Highway Administration (FHWA) has published TechNote Pub No: FHWA-HRT-23-104 on Portland Limestone Cement (PLC). The publication discusses the history of PLC in the U.S.; reviews the specifications – ASTM C595 and AASHTO M 240 – that address the chemical and physical requirements for the blended cement that can contain between 5 and 15% interground limestone; and discusses how PLC is manufactured with the associated reduction of emissions. The TechNote discusses the engineering principles of nucleation, particle packing and chemical effects of PLC when used in concrete and discusses the impact on fresh and hardened properties of concrete, including volume stability and durability from various research studies. Several case studies discuss the successful use of PLC in concrete in transportation projects. The TechNote outlines some potential changes to concrete performance and suggests best practices to evaluate and test PLC in concrete mixtures. The bulletin was created to help state highway agencies (SHAs) and contractors get better acquainted with technical and background information regarding PLC and to promote its success stories nationwide. The Utah Ready Mixed Concrete Association (URMCA) held its annual conference at the AGC Utah headquarters in Salt Lake City with Terrance Savage, vice president, concrete, Geneva Rock Products and URMCA Board chairman and Brad Stevenson of URMCA welcoming more than 100 concrete and industry professionals to the event, reported NRMCA Senior Director, Building Innovations, Patrick Matsche.
NRMCA President Mike Philipps (shown here at left with Terrance Savage) presented a recap of 2023, ready mixed concrete production in Utah, a look toward 2024 and Build With Strength and PaveAhead’s focus on resilient and sustainable construction.

NRMCA Producer member Ozinga Bros. is part of an innovative carbon reduction project involving concrete dust being spread on an Illinois farm. The Chicago Tribune recently published an article on the project, which centered on spreading concrete dust on a corn and soybean farm in Buckingham, IL, about 60 miles south of Chicago. Pavement
Recently, NRMCA and the Mississippi Concrete Association (MCA) hosted an open house in Ridgeland to discuss a concrete inlay project at the intersection of Highway 16 and Highway 43 in Canton (seen here) where there is heavy truck traffic from logging and other loads. The open house began with NRMCA Senior Director, Local Paving, Amanda Hult presenting on overlay/inlay design and jointing. Bert Vandevere and Cindy Warner with American Field Service Corporation and Neil Patterson with the Mississippi DOT discussed the highlighted project in detail. On November 15, NRMCA joined with the International Code Council (ICC) to support an amendment to H.R. 5473, the Promoting Resilient Buildings Act. This legislation contains provisions from the Resilient AMERICA Act that Congress passed last year supporting various resilience measures; NRMCA strongly supported the Resilient AMERICA Act. NRMCA and ICC asked the committee to adopt an amendment by Ranking Member Rick Larsen (D-WA) to require that 10% of funding for the Building Resilient Infrastructure and Communities (BRIC) be dedicated to supporting the adoption and enforcement of stronger building codes. NRMCA has joined with ICC in the past to advocate for stronger building codes and is a strong supporter of the BRIC program.
