This week the Federal Highway Administration announced a Notice of Funding Opportunity (NOFO) for the next phase of the Low Carbon Transportation Materials (LCTM) grant program. Many state associations and companies were instrumental in helping more than 35 state DOTs to apply for funding under the first phase of the LCTM program. This next phase will provide up to $800 million in funding to local governments, political subdivisions of a state, U.S. territories, federally recognized tribes, Federal Land Management Agencies, Metropolitan Planning Organizations and special purpose districts or public authorities with a transportation function to increase the use of materials that have “substantially lower levels of embodied greenhouse gas emissions.” The deadline for applications is November 25.

At this year’s NRMCA’s ConcreteWorks, the Safety, Environmental and Operations (SEO) Committee in conjunction with the Workforce Development (WDC) Committee will host a full slate of related education sessions. Joint sessions from SEO and WDC will focus on recent labor law developments as well as what enhancements the NRMCA learning and development offerings will observe. Specific to SEO, there will be an update from the Environmental Protection Agency’s (EPA) Smart Sectors Program staff, EPA environmental justice initiatives and fly ash management efforts. The SEO track will also host a session on the basics of Environmental Product Declarations (EPDs). NRMCA’s Concrete Technologist Training and Certification, commonly referred to as the "Short Course,” is deeply tied to the Association’s long history of providing professional education services to the concrete industry. Colin Lobo, instructor of the course and NRMCA executive vice president, engineering, said “the Short Course was one of the first education and certification programs offered by NRMCA, dating back to the 1960s”. Today, Colin continues to ensure that this long-running program delivers value and up-to-date training to Association members. Other course instructors have included the recently retired Gary Mullings, NRMCA Senior Vice President, Technical Services, Karthik Obla and guest presenters on specific topics.

The SEO Committee is soliciting NRMCA members for Carpenter-Mullings Award nominations. Carpenter-Mullings Award recipients are singled out for their outstanding lifetime contributions to the ready mixed concrete industry in the field of operations, safety or environmental. Nominees may be ready mixed concrete company employees, manufacturers or suppliers to the industry or association staff members. They can be active, retired or deceased. Nominations are tendered and reviewed annually; however, awards are only given when deemed appropriate by the SEO Committee. Nominations for the Carpenter-Mullings Award are solicited annually from the members of the Safety, Environmental and Operations Committee. A task group of active past winners will review the submissions and will present their nominee for approval of the full committee at the fall SEO Committee meeting. Results will be announced immediately. The award will be presented at the 2025 NRMCA Annual Convention. The nominations deadline is Friday, September 13. Last week, NRMCA Senior Director, Building Innovations, Frank Mruk presented the Concord, MA, offices of E2 Engineers the 2024 Concrete Innovation Award for its work on a public library in New Canaan, CT. The New Canaan Library was recognized for its sustainability, employing materials that are locally sourced, recycled and known for energy efficiency and low-carbon footprint. The project achieved an energy use intensity which is 89% below the U.S. baseline. Integral to this New Canaan, CT, project is the utilization of Pozzotive®, produced by Urban Mining Industries, a recycled, ground glass pozzolan produced locally with the active participation of NRMCA member O&G Industries. Carbon footprint of the concrete was reduced by nearly 30%. Earlier in the year Mruk delivered a lunch and learn specifying concrete session to the E2 office staff in Concord, MA and New London, CT. NRMCA's Ready Mixed Concrete Delivery Professional Driver of the Year Award, now in its 29th year and sponsored by the Truck Mixer Manufacturers Bureau (TMMB), acknowledges the significant contribution of ready mixed concrete truck drivers to the growth and success of individual companies and the ready mixed concrete industry. As a salute to these key members of the concrete production and delivery team, the award recognizes the driver’s career achievement, safety, professionalism, competence and customer service skills in a manner that will enhance the industry and public image of the career of Ready Mixed Concrete Delivery Professional.
