The 2018 Olympic Fundraising Challenge is a rapid-fire campaign to raise at least $100K for the RMC Research & Education Foundation by the end of the NRMCA Convention next Monday, March 5. Please join other industry leaders by setting up a personal fundraising page and leveraging your contacts to help us reach this goal. We do all the work to set up the page, link and draft e-mail for you. All you need to do is forward it to your contacts via e-mail or social media. The Foundation is in the midst of the Troesh Matching Gift Campaign, in which the Troesh Family Foundation has pledged up to $3M if matched by the industry on a 3:1 basis. We already have more than $8.2M committed of the $9M required to fully leverage the Troesh pledge. The recently completed NRMCA Concrete Technologist Training and Certification program (Regional Short Course) held in Dallas was attended by 60 industry personnel. The following number of certifications were awarded to individuals based on successful completion of the exam and certification criteria:
• NRMCA Concrete Technologist Level 2 = 37 (65% of those who attempted passed the Level 2 exam)
• NRMCA Concrete Technologist Level 3 = 24 (51%)
• NRMCA Field Testing Technician Grade II = 34 (72%)
NRMCA congratulates all course attendees and those who obtained certification. The results will be sent to attendees in the next two weeks. The next Technical Short Course is scheduled for Silver Spring, MD, from November 5 - 9. Registration information is not open yet but will be available soon here.
NRMCA in conjunction with the with the Georgia Ready Mixed Concrete Association and the Associated Builders and Contractors of Georgia, Inc. is presenting the one-day course, Improving Concrete Quality, intended for concrete producers, ingredient material suppliers, engineers, testing labs and contractors on Thursday, March 15, in Atlanta. Earlier this week, the National Labor Relations Board (NLRB) was compelled to walk back its overturning of the controversial Browning-Ferris ruling, which had aimed to more closely tie infractions of franchisees to their franchisors. This past December, the NLRB had overturned the controversial Obama Administration ruling in a case dubbed Hy-Brand. However, earlier this year the NLRB Inspector General issued a report noting that NLRB member William J. Emanuel, a Trump Administration appointee, handled related cases at his previous law firm and therefore should have recused himself from the Hy-Brand decision. This development has subsequently moved the currently three other Board members to now withdraw the ruling in Hy-Brand which overturned the Browning-Ferris ruling.
This development reinstates the controversial Browning-Ferris rule; however, it remains to be seen for how long. Moving forward, the NLRB’s chances of reconsidering Browning-Ferris again are slim to none, as an assumed recused Board member would leave any future ruling at a tie with two Republican votes to two Democrat votes. It is likely the fate of the ruling will either be left up to the federal courts and/or Congress in the coming months. NRMCA has advocated ardently against the Browning-Ferris ruling and will continue to do so until the pre-Browning-Ferris joint-employer standard is reinstated.

The Emergency Planning and Community Right-to-Know Act (EPCRA), put into law in 1986, requires industries to report on the “storage, use and releases of hazardous chemicals (and materials) to federal, state, and local governments.” This specific reporting requirement under EPCRA is commonly referred to as Community Right-to-Know (CRTK) reporting, Tier II reporting, and/or Section 311/312 reporting. The reporting deadline is tomorrow, March 1.

Earlier this week, the Georgia General Assembly passed House Bill 876, statewide legislation that would prevent Georgia cities and towns from enacting local measures to strengthen their building codes for fire and safety reasons. The State Senate will now consider the measure. The decision to do so flies in the face of the efforts of Sandy Springs and Tucker, two Georgia municipalities which, after a string of fires in buildings constructed with combustible materials nationwide, sought to protect their communities from experiencing similar horrors.

NRMCA provided educational programs on Concrete Overlays of Asphalt Parking Lots, New Techniques in Decorative Concrete and Insulating Concrete Forms for Multifamily Residential Construction at the 2018 CSI Product Show and Dinner held at the Durham Museum (old Central Station) in Omaha, NE. Speakers included NRMCA member John D. Lee, PE, director of business development, Cemstone (shown here), NRMCA Vice President, Local Paving, Don A. Clem and NRMCA Senior Director of Building Innovations Chris Dagosta. Lee discussed decorative concrete and also assisted Dagosta with the ICF for Multifamily Residential Construction presentation. About 40 total professionals attended the presentations, which were American Institute of Architects (AIA) approved.
