The NYSAR Fall Business Meetings will take place at the Hilton Rye Town in Rye Brook, NY, September 12-15, 2010. In late July, the single-family rural housing program that guarantees loans for qualified rural buyers was restored as part of the Supplemental Appropriations Act signed into law by President Barack Obama. In danger of shutting down due to a lack of funding, the program will continue to help rural families achieve the American dream of homeownership.

REALTORS who do business in New York's rural areas say the program is helpful to many families who struggle to come up with a down payment or to pay private mortgage insurance.

According to the latest poll by the Siena Research Institute (SRI), New York State consumer home buying plans fell 1.1 points to 2 percent in July. Overall, New York State consumer confidence decreased 0.4 points, while the nation's confidence decreased 8.2 points. At 63, New York's overall consumer confidence is 4.8 points below the nation's confidence level of 67.8.

Doug Lonnstrom, Ph.D., professor of statistics and finance at Siena College and SRI founding director, said this is the lowest they have ever seen home buying plans since they started measuring New Yorkers' intent in 1999.

According to the National Association of REALTORS, 100 out of 155 metropolitan statistical areas (MSAs) had higher median existing single-family home prices in the second quarter of 2010 compared to the second quarter of 2009. There were: 14 with double-digit increases; two unchanged; and 53 metros with price declines. In the first quarter of this year 91 areas had higher prices, while only 26 MSAs experienced annual price gains in second quarter of 2009.

In New York State, the median sales price of existing single‐family homes sold in the second quarter of 2010 increased 11.7 percent from a year ago. However, in the entire Northeast region, the median existing single-family home price declined 3.2 percent to $238,000 in the second quarter from a year earlier.

Jim Helsel, treasurer of The National Association of REALTORS (NAR) and commercial real estate specialist, recently testified before the House Committee on Financial Services advocating for Congress to get capital flowing to small businesses and to the commercial real estate market.

NAR and the New York State Commercial Association of REALTORS (NYSCAR) both strongly support the passage of legislation HR 3380, which would raise the lending limits of credit unions from 12.25 percent to 25 percent of the credit union's total assets. The bill would also extend the individual loan from a maximum of $50,000 to a maximum of $250,000.
