The
National Association of REALTORS (NAR) has launched a Twitter Call for Action
on patent trolls. Both the House and Senate are considering legislation
to stop patent trolls and this Call for Action will provide needed local input.
Without needed reforms that reinforce legitimate patent rights and curtail
frivolous litigation schemes, REALTORS’ ability to grow, innovate and better
serve modern consumers will be put at risk.

According
to the latest poll by the Siena Research Institute (SRI), New York State
consumer home buying plans fell 0.1 points to 3.8 percent in March. Overall,
New York State consumer confidence decreased 2.4 points, while the nation’s
confidence fell 1.6 points. At 73.9, New York’s overall consumer confidence is
6.1 points below the nation’s confidence level of 80.

According to a study recently released by the Tax
Foundation, New York had the highest tax burden of any state in the nation in
2011. On average, New Yorkers spent 12.6 percent of their per capita income in
2011 on state and local taxes. This marks the third year in a row that New York
had the nation’s highest taxes.
New Jersey was a close second with 12.3 percent and
Connecticut was third at 11.9 percent. Wyoming had the overall lowest tax
burden of any state with residents paying 9.7 percent of their income to state
and local taxes.

Last
week, Gov. Andrew Cuomo signed into law a $138 billion 2014-15 State Budget
that holds overall spending growth just below two percent. The budget includes
a new Property Tax Credit to provide relief to New York homeowners. For New
York City residents, the budget creates a new $85 million,
progressively-structured "circuit breaker" tax relief program.

On April 3, the United States Senate Finance Committee
agreed to a bipartisan bill to reinstate close to 50 tax provisions that
expired at the end of 2013. Please contact your senators to urge them to act on
the Finance Committee Tax Extenders Bill. Also, if you have clients in distressed
situations, urge them to do so as well. The more senators hear from
constituents, the better.

The Supreme Court has struck down a decades-old cap on
the total amount any individual can contribute to federal candidates in a
two-year election cycle. The 5-to-4 decision echoed Citizens United, the 2010
decision that struck down limits on independent campaign spending by
corporations and unions.
The ruling concerned only contributions from
individuals. Federal law continues to ban direct contributions by corporations
and unions, though they remain free to spend unlimited sums through "super
PACs" and similar vehicles. The ruling does not impact state imposed
contribution limits.
