NYRWA is calling on our membership for urgent assistance. We need you, our valued members, to reach out to your elected officials and ask that they write a letter to your NYS Assembly and Senate Leaders asking for their support of the Safe Water Infrastructure Action Program (SWAP) Bill S3292/A3907A, Sponsored by NYS Senator James Tedisco and Assemblyman Phillip Steck. This bill is very similar to the successful Consolidated Local Street and Highway Improvement Program (CHIPs). The SWAP would provide municipalities with an annual SWAP allotment for local water, sewer and stormwater infrastructure. We are all aware that insufficient operation and maintenance (O&M) funding is a major contributor to our infrastructure issues. This SWAP would provide a permanent source of funding, one that addresses and supports O & M activities. We have prepared 3 documents for your use. The first is a letter for your board explaining the SWAP Bill, the second is a sample letter you can copy and paste on your systems letterhead, and the third is a resource to look up your NYS Senate and Assembly Representatives. We are pleased to announce that our filing is progressing through the system. We recently received unanimous approval from the NYS Apprenticeship Council, and we are now at a point where we need water and wastewater systems from across NYS to agree in writing that they would consider employing an apprentice when they have an opening in the future. Our representatives, Kevin Maine and Jamie Herman, will be reaching out to systems requesting their consideration. We will be happy to meet with you and provide any information necessary for your community to make an informed decision. There are many Water and Wastewater Operation Specialists nearing retirement. We are hoping a Registered Apprenticeship Program will provide yet another avenue for your communities and systems to continue to provide for the needs of your residents.
After a great deal of consideration, the New York Rural Water Association has elected to begin charging a "Non-Member Materials Fee” for all of our training that is not provided free of charge. As of January 1, 2019, non-members will be charged a $75.00 fee per attendee per session to cover materials and costs associated with the training. If a non-member desires, they may enroll for membership and this additional fee will be waived. Our valued members will only be charged for room and meal fees as has always been the case, there will be no change whatsoever for our members. Last, any training we provide free of charge will continue to be free for both members and non-members.
