Reverse Auctions Return

It seems that the more things change, the more they stay the same, especially amongst the Public Procurement system.  

How many times have we in the industry, consultants, trades, and contractors, tried to reach out and collaborate with the buyers on good, sensible, workable and acceptable procurement methods, and achieving successes only to see new staff come in and return to the old ways.
