General Contractors not currently on the list who wish to become qualified vendors now have an opportunity to respond to a Request for Proposals that has just been posted. Prequalification for a Vendor of Record involves an open market first-stage procurement, which assesses qualifications and capabilities. Qualified vendors are then eligible to bid, on a random invitational basis, to provide services through a second-stage bid call. The bid call applies evaluation criteria that can be tailored to the specific assignment, ensuring best value for money to the province. Administration of the random invitational mechanism and bidding process is currently maintained through Biddingo.
The prequalification RFP was posted on Biddingo on January 2, 2018, with a closing deadline of 2:00 pm on February 28, 2018. In the case of the refresh, contractors already on the VOR list need not re-apply. The intent is to ensure that new companies, those with a renewed focus or who simply missed the initial opportunity still have a chance to qualify for the VOR list and work with IO. The provincial agency is responsible for managing the government’s real estate portfolio and places a high value on its relationships with industry partners. The VOR lists are applied to construction-related projects with a total value of approximately $250 million annually in construction and construction-related services.
Once qualified, contractors will be required to enter into a Master Agreement with IO, setting out the guidelines and expectations associated with being on the VOR list. The Master Agreement will be in effect for a two-year term, with two one-year extensions, exercisable at IO’s discretion.
