Boiler MACT Update at TAPPI PEERS Conference

The EPA's Boiler MACT legislation could push environmental spending, as a percentage of capital spending, to 40% - 50% and "over the edge" for many pulp and paper mills still off-balance and struggling in the wake of the 2008-10 economic downturn.
