Weekly Spotlight
In commemoration of the startup of its new containerboard mill in Shreveport, La., the first U.S. greenfield non-tissue mill this century, TAPPI recently presented a special plaque to Pratt Industries CEO Brian McPheely, at the company's USA headquarters in Conyers, Ga. The plaque features an article from TAPPI's October 2009 Paper360° magazine that details the achievement by Pratt's global team in bringing this outstanding project from vision to reality in just 15 months.
In presenting the plaque, Eric Fletty, TAPPI Vice President of Operations, noted that the $160 million Shreveport mill is significant in at least two other ways. First, it is part of the company's 2007 commitment to the Clinton Global Initiative to invest $1 billion during the next 10 years on recycling and clean energy technology. This includes three new mills in the U.S. (Shreveport being the first), four waste-to-energy plants (including the $50 million gasifier unit recently started up at Conyers), and 30 new Material Recycling Facilities (MFRs) and packaging plants (including the new MFR at Shreveport and recent ones in New York and Atlanta).
Second, Pratt's commitment to reduce greenhouse gas emissions in this country and globally through expanded recycling and new energy technologies also represents a vital trust in the future of the U.S. and the pulp and paper industry here. "Pratt Industries' outlook and expansion plans are critical to both the health and survival of our industry in North America," Fletty said, "and on behalf of TAPPI members and the industry as a whole, we express our appreciation and support for Pratt's past, present, and future endeavors here and around the world."

NewPage Corp., Miamisburg, Ohio, USA, this week announced its environmental strategic partnership with Rodale Inc. and the Rodale Institute, Kutztown, Pa., "on two ground-breaking initiatives to put trees and agriculture to work to improve the health of the planet." The first initiative, Tree as a Crop, is designed to educate farmers and small forest landowners about the environmental, social, and economic rewards of properly growing and harvesting trees. It will encourage the natural cycle of planting, harvesting, and replanting trees to be as routine a practice as is the production of other crops, and one that achieves bio-diversity, economic returns, and positive environmental change.
The second initiative involves a fourth partner, the Appalachian Trail Conservancy, and is titled Eco4 the planet, a demonstration project through which approximately 3,000 trees will be planted and organically grown at The Kellogg Conservation Center (Berkshire County, Mass.), a working farm adjacent to the world-renowned Appalachian National Scenic Trail. Additionally, 20 acres of soil will become healthier by being transitioned to organic methods, and local farmers with a vibrant Community Supported Agriculture (CSA) program will farm the land, utilizing the proven techniques of the Rodale Institute.
"The Tree as a Crop and Eco4 the planet initiatives will act as a catalyst for change in regional and global agriculture and wood management practices. Our goal is for the Tree as a Crop program to be echoed in towns and farms across the country, and Eco4 the planet is our first step in making this happen," said Anita Patterson, VP, Green Culture Services at Rodale. "Together, the partners are taking our message of organic practices from the Rodale Institute to a community along the Appalachian Trail that is already committed to agriculture, much of it organic. It's a model we hope spreads across the country, and across the world." More information is available online.

China will generate the majority of the growth in recovered paper demand over the next five years, and while governments and papermakers attempt to boost domestic recovery of paper in China, this will not meet forecast demand as much is used for packaging goods which then leave the country. The fifth edition of Outlook for Global Recovered Paper Markets published this past week by RISI, Brussels, Belgium, provides the current and forecast developments in recovered paper markets around the world.
International trade in recovered paper will continue to boom and Asian papermakers will search worldwide for new supplies as recovery rates are tested in the developed world, RISI notes. The report reveals India's growing demand for imported recovered paper, and new to this edition of this report are pulp and recovered paper demand and trade for more than one hundred countries. The report details usage, recovery rates, trade balances, and price forecasts until 2014.
The study team leader, Rod Young, who has been analyzing fiber and paper markets for more than 30 years, predicts "that the supply side of the recovered paper market will see a lot of activity in the upcoming five years. Rising prices for recovered paper, along with huge increases in demand, would imply that larger companies will both be needed and interested in the supply side of this market. Mergers and acquisitions should be an active field in this industry." More information about this study is available by contacting Sara Girtz (North America) at 770.373.3001, sgirtz@risi.com; or Natalie Rotondi at 781.734.8963, nrotondi@risi.com.

Market Roundup
Wood fiber costs for pulp mills worldwide increased for the fourth consecutive quarter in the 4Q/09. During 2009, the Hardwood Wood Fiber Price Index (HFPI) moved up 15.4%, while the Softwood Wood Fiber Price Index (SFPI) was up 10.5%, according to the Wood Resource Quarterly (WRQ), Seattle, Wash., USA.
Pulp markets have been remarkably strong during 2009, despite the global financial crisis. From April through December, the softwood market pulp price (NBSK) jumped 45%. Strong pulp markets and a tight wood fiber supply pushed wood fiber costs upward last year. The WRQ Global Wood Fiber Price Indices (both softwood and hardwood) have gone up for four consecutive quarters.
The HFPI reached $106.19/odmt in the 4Q, which was up 7% from the previous quarter. It increased 15.4% during 2009, which was the third highest level since the launching of the Index in 1988. The biggest price increases in U.S. dollar terms during the 4Q occurred in Germany, Finland, Spain, and Australia. Those four countries also had the highest delivered wood costs of all countries tracked by WRQ. Prices in both Spain and Australia were close to their all-time highs.
The SFPI also went up last quarter, increasing 5.6% to $98.34/odmt, mainly as a result of higher wood fiber costs in Sweden, Finland, the U.S., Spain, and Chile. The SFPI is now $7.85/odmt lower than the HFPI, which is the biggest difference ever recorded. Just three years ago the circumstances were reversed, the SFPI being more than $10/odmt higher than the HFPI. Historically, softwood fiber costs have always been higher than hardwood fiber costs, but 2009 was a trend breaker, WRQ says.
Higher costs for Eucalyptus logs, reduced fiber consumption in regions with high softwood fiber costs, and exchange rate adjustments were all factors that transformed the global wood fiber market in 2009. More information is available online.

Most uncoated free sheet producers announced $40/ton increases for late February or early March, Mark Wilde, senior analyst with Deutsche Bank, reports. "This was no real surprise as our conversations with merchants, importers and other players in the trade pointed to a healthier tone in the business. Major players are now extending the price hike to include offset rolls," Wilde adds. Domtar and NewPage announced $40/ton price hike on their offset grades, effective on February 22. Others, including IP, Glatfelter, Finch, Flambeau, and Grays Harbor have already announced similar price hikes on offset grades. G-P, Boise, Suzano, and Soporcel have limited their efforts to cut-size grades. Offshore, price moves are being announced in Europe and Latin America. The rally in pulp prices is pressuring margins at nonintegrated mills. Preliminary January shipment figures show modest signs of improvement, +1.6% y/y (up for the second consecutive month).Inventories remain lean, Wilde notes.

Newsprint (30-lb), Wilde reports, rose $15/metric ton in the U.S. East ($545/mton) and $25/mton in the West ($525) during January. Reports suggest that prices vary depending on the buyer size, location, and the sector. The debate now is whether the rally has further go, having brought prices up $100/metric ton from their late summer lows at $435/metric ton. Advertising and circulation continue to remain under pressure. With domestic demand still depressed, North American producers are now looking at emerging markets such as Latin America and India.

Catalyst Paper, Richmond, B.C., Canada, said this week that it will contest an application to the Labour Relations Board of British Columbia regarding certain post-retirement benefits for some retirees formerly employed by MacMillan Bloedel Ltd., now doing business as Weyerhaeuser Company Ltd.
The Communications, Energy and Paperworkers Union of Canada Locals 1, 76, 592, and 686, representing hourly employees at Powell River and Port Alberni mills, have applied to the Labour Relations Board for a declaration that Catalyst is responsible for certain post-retirement medical and extended health benefits for some retired employees represented by the Locals and who retired from MacMillan Bloedel Ltd.
Pacifica Papers Inc. acquired the Powell River and Port Alberni mills from MacMillan Bloedel Ltd. in 1998. At the time of that transaction, MacMillan Bloedel reportedly agreed to retain responsibility for any benefits for eligible employees who retired prior to the acquisition by Pacifica of the mills. Catalyst subsequently amalgamated with Pacifica in 2001.
The Locals claim the contractual relationships between Catalyst, Pacifica, and MacMillan Bloedel Ltd. do not absolve Catalyst from successorship provisions of the Labour Relations Code imposed on Pacifica at the time Pacifica acquired the mills. If the Locals' application is successful, Catalyst could incur additional costs of up to $4 million annually.
Catalyst says that it does not agree with the Locals' position and has been advised that a number of defenses are available that are expected to eliminate or significantly reduce any financial exposure, including seeking indemnification from Weyerhaeuser. Proceedings are at a very early stage and a date for a hearing has not been set.

Wepa Lucca, Italy, this week reported that it has completed and started up a major rebuild of the wet end section of its No.1 Tissue Machine (TM 1) in Cassino, Italy. The rebuild, done by Toscotec, was conducted in a compacted time frame, from Christmas to New Year's Eve of last year.
The original TM 1 configuration in Cassino was a Tisco Former from Esher Wyss, dated 1987, with a grooved 18 ft dia. yankee dryer. The machine has a paper trim at the reel of 5,300 mm with a maximum running speed before the rebuild of 1,700 m/min with a limitation on production of low basis weights. The project goal was to rebuild the machine into a crescent former configuration to improve speed and paper quality as well as runnability and maintenance.
A few days after startup, a sustained operating speed of 1,800 m/min was reached on low basis weight with improved paper quality. With this machine upgrading, the Cassino Mill says it can now optimize the production cycle both in terms of maintenance and flexibility.

The University of British Columbia (UBC), Vancouver, B.C., Canada, this week reports that it will install and demonstrate an on-site biomass-fueled combined heat and power (CHP) system developed by Vancouver-based Nexterra and GE Power & Water's gas engine division. The CHP system will be located at UBC's Vancouver campus, where it will provide clean, renewable heat and electricity for the campus, while offering a platform for bioenergy research.
The new CHP system, the first of its kind in North America, combines Nexterra gasification and syngas conditioning technologies with a GE high efficiency Jenbacher gas engine. Woody biomass will be gasified and converted into clean synthetic gas (or "syngas") that will be directly fired into a gas engine. It will be capable of providing very high net efficiencies, up to 65% in cogeneration mode. The system will produce renewable heat and power while surpassing Metro Vancouver's air quality standards.
The system will produce 2 MW of clean, cost-effective electricity that will offset UBC's existing power consumption. This is the equivalent electricity required to power about 1,500 homes. The system also will generate enough steam to displace up to 12% of the natural gas that UBC uses for campus heating, thereby reducing greenhouse gas emissions by up to 4,500 metric tpy. This is the equivalent of taking more than 1,100 cars off the road.
UBC is also collaborating with FPInnovations to house the CHP System in a building designed and constructed using cross-laminate timber (CLT). CLT is a new solid wood building material that can be used as a low carbon, renewable alternative to steel frame construction. This will be one of the first CLT buildings in North America and will demonstrate its market potential for the forest industry.
Funding support for the project is being provided by: the Government of Canada's Clean Energy Fund administered through Natural Resources Canada; Sustainable Development Technology Canada (SDTC), a not-for-profit corporation created by the Government of Canada; the BC Bioenergy Network (BCBN); and FPInnovations.
