TAPPI has announced a special Boiler MACT Town Hall Meeting on Tuesday, October 19, 2011, from 5:30 to 7 p.m., part of the PEERS Conference in Norfolk, Va. This meeting will be open to all registered attendees of the TAPPI PEERS Conference.

The Industrial Boiler Maximum Achievable Control Technology (MACT) current and proposed standards will be explained as well as what's at stake for the pulp and paper industry as policy-makers discuss new emissions rules for industrial boilers and process heaters. Technical and policy experts will lead the discussion, with the opportunity to ask questions.

This is an excellent follow-up to Tuesday's Panel Discussion on Boiler MACT featuring industry experts from RMT Inc., NCASI, Southern Environmental Inc. and TurboSonic Inc.

A total of 41 U.S. senators (23 Republicans and 18 Democrats) this week signed a letter sent to U.S. Environmental Protection Agency (EPA) Administrator Lisa Jackson expressing their concerns about the threat to manufacturing jobs posed by EPA's proposed maximum achievable control technology rule for industrial boilers, commonly known as Boiler MACT. In their letter, the senators stated that "while we support efforts to address serious health threats from air emissions, we also believe that regulations can be crafted in a balanced way that sustains both the environment and jobs."

The senators further stated that "as our nation struggles to recover from the current recession, we are deeply concerned that the pending Clean Air Act boiler MACT regulations could impose onerous burdens on U.S. manufacturers, leading to the loss of potentially thousands of high-paying jobs this sector provides. As the national unemployment rate hovers around 10% and federal, state, and municipal finances continue to be in dire straits, our country should not jeopardize thousands of manufacturing jobs."

Boiler MACT sets emission limits for industrial boilers and process heaters used by a wide range of manufacturers, such as forest products mills, as well as universities, hospitals, small municipal power plants, Federal facilities and many others. The proposed Boiler MACT rule would set emission limits at barely detectable and possibly unachievable levels; require installation of up to four different air pollution control devices that will conflict with other control requirements; and impose costs to the forest products industry resulting in lost jobs, the American Forest and Paper Association (AF&PA) and American Wood Council (AWC) noted.

Domtar Corp., Montreal, Que., Canada, and Fort Mill, S.C., USA, has launched a "Paper Because" campaign through advertisements in major American and Canadian media outlets, such as The Wall Street Journal, The New York Times, The Globe & Mail, Fast Company, and other consumer and trade publications. Online banner ads and short videos are carrying the message as well.

The "Paper Because" campaign messages state that reading on paper is up to 3% faster than reading online and nearly 60% of senior executives prefer print versus online information.

"There are times when no substitute for paper will suffice - it is how great ideas begin, how the world learns, how important news gets shared, and how people meaningfully connect with each other," said John D. Williams, president and CEO. "What has evolved over time is the continued improvement of our environmentally sound forestry practices and high levels of recycling that have made Domtar a leader in the effort to make paper sustainable and renewable."

More than 75% of the energy used at Domtar's mills comes from renewable sources. Domtar has also cut its greenhouse gas emissions by 32% since 1990.

As part of an ongoing study of paper industry bankruptcies, several researchers recently examined the effects of financial distress on the paper industry's supply chain. According to CPBIS (Center for Paper Business and Industry Studies), Atlanta, GA., USA, researchers Chun-Yu Ho, Patrick McCarthy, and Xuan Ye quantified the "contagion" effects of mill bankruptcies and paper manufacturing sector bankruptcies on each other.

The researchers demonstrated that a bankruptcy announcement in the mills sector has an adverse effect on the return of a portfolio of paper manufacturing firms. However, they found the effect of a paper manufacturer's bankruptcy on the valuation of a mills portfolio to be smaller or nonexistent.

Strong markets for lumber, pulp and paper have made the demand for logs in Sweden high and caused a substantial increase in log and wood chip prices during the past year, according to the Wood Resource Quarterly, Seattle, Wash., USA.

Sawlog prices in Sweden continued to rise in the second quarter to their highest levels on record, but Swedish sawmills continue to have lower wood costs than many of their competitors in Finland, Germany and Austria, as reported in the Wood Resource Quarterly.

Pulpwood costs, which account for more than half of Swedish pulp mills' cash costs, were higher in the second quarter of this year than the second quarter of 2009.

Total U.S. paper industry consumption of recovered paper was 2.71 million tons in August, down 1% from July, according to AF&PA statistics released this week. However, August's number was 14% higher than August of last year. The U.S. consumed 9% more recovered paper in the first eight months of this year than during the first eight months of 2009.

The amount of recovered paper exported from the U.S. was up 5% in July compared with June. Exports of recovered paper at this point in the year are 2% lower than during the same months last year.

The Quebec Superior Court, Montreal, Que., Canada, has rendered an order sanctioning AbitibiBowater's reorganization plan under the Canadian Companies' Creditors Arrangement Act (CCAA). AbitibiBowater, which produces newsprint, commercial printing and packaging papers, market pulp and wood products, previously received reorganization plan approvals from affected creditors under the CCAA in Canada and Chapter 11 of the U.S. Bankruptcy Code in the United States.

The Quebec Superior Court's sanction order on the CCAA reorganization plan can be viewed online. The Chapter 11 confirmation hearing got under way last week in U.S. Bankruptcy Court.

AbitibiBowater expects to emerge from creditor protection this fall.

Fraser Papers Inc., Toronto, Ont., Canada, this week terminated an agreement to sell its paper mill in Gorham, N.H., USA. The company announced that the purchaser could not secure sufficient financing to complete the transaction. Fraser has begun contacting other parties to determine their interest in acquiring the mill.

The company also announced that it will close the mill indefinitely while it continues efforts to sell it. Fraser plans to shut down the Gorham mill indefinitely on or about October 13, depending on whether acceptable orders can be obtained. The company noted that the shutdown is due to current market conditions and is in no way reflective of the "outstanding dedication and commitment of the employees at the mill who have worked tirelessly to ensure Fraser Papers' paper products are of the highest quality."

In conjunction with the anticipated shutdown of the Gorham mill, Fraser has provided notice to the employees under the Worker Adjustment and Retraining Notification (WARN) Act. The company remains under creditor protection pursuant to the provisions of the Companies' Creditors Arrangement Act (CCAA) in Canada and Chapter 15 bankruptcy in the U.S.

The Industrie Cartarie Tronchetti Group, Lucca, Italy, is installing a new tissue line at its Montargis mill in France. The new line, from Metso, Finland, will include an Advantage DCT 200 machine with an OptiFlo II TIS multi-layer headbox, a Metso yankee cylinder, an Advantage AirCap hood, an Advantage WetDust dust management system, and an Advantage SoftReel reel. Metso is also supplying the stock preparation system and an automation package.

Industrie Cartarie Tronchetti Group's new machine is 5.6 meters wide and operates at a speed of 1,900 m/min. The machine will have a production capacity of 60,000 to 70,000 metric tpy of facial, toilet, and towel grades made from virgin pulp.

International Paper, Memphis, Tenn., USA, has closed the sale of 163,000 acres in the southeastern U.S. under contract with Figure 8 Partners, an affiliate of Rock Creek Capital. The total consideration of $199 million includes $160 million in cash and $39 million, plus interest, to be received no later than three years from closing. In addition, IP has received a 20% profits interest in the company.

International Paper employs about 60,000 people in more than 20 countries. Its businesses include uncoated papers, industrial and consumer packaging and distribution. Net sales for 2009 were more than $23 billion

Neenah Paper, Alpharetta, Ga., USA, reports that its 2009 annual report, titled "What We Believe," has won the overall Best of Show Award at this month's International ARC Awards in New York City. The ARC Awards is the world's largest annual report competition and considered the most highly respected and prestigious competition in the industry.

Winners were chosen from among 1,900-plus entries from 27 countries, based on Cover Design, Chairman's Letter, Writing, Interior Design, Financial Presentation, and Overall (how well the spirit of the company is reflected in the annual report). Neenah's report garnered near perfect scores, winning the Grand Award for Non-Traditional Annual Reports/International as well as Best of Show.

"The award reinforces our belief that a well-articulated message conveyed through a mixture of striking imagery and typography, and printed on a rich selection of papers, elevates a message and creates a memorable impression," said Tom Wright, director of advertising and design for Neenah Paper.

Neenah Paper, Alpharetta, Ga., USA, is embracing digital technology to help customers find papers in a more intuitive way. SCA and BioGaia, both of Stockholm, Sweden, have formed a long-term cooperation agreement to develop new health-oriented products. The companies plan to combine BioGaia's expertise in the field of probiotic bacteria and applications technologies with SCA's distribution network and knowledge in the area of hygiene products.

Researchers at SCA hope to transform their existing patents regarding probiotic bacteria into commercially viable products. For example, probiotic bacteria could be used to prevent urinary tract infections.

SCA is one of the largest companies in personal care products and a global market leader for incontinence products.

Verso Paper Corp., Memphis, Tenn., USA, received the Sustainable Forestry Initiative (SFI) President's Award for its partnership efforts in promoting sustainable forest management principles and initiatives in Maine.

The company has focused on supporting private landowners by creating a more cost-effective certification process and offering resources to support responsible forest management practices.

In 2008, Verso provided a two-year grant to the Trust to Conserve Northeast Forestlands (TCNF) to make third-party certification more accessible and affordable for small landowners in a six-state region in the Northeast. Verso continues to be a supporter of the certification programs in Maine and the Midwest, where the company operates four pulp and paper mills.

UPM, Helsinki, Finland, is donating a total of EUR 500,000 to five Finnish universities for research and education.

The company will donate EUR 100,000 to each of the five universities: University of Oulu, University of Lappeenranta, University of Helsinki, Åbo Akademi, and Hanken School of Economics. The schools represent expertise in different fields and are located in different parts of the country.

The Finnish Forest Industries Federation—which includes UPM in its members—announced earlier this year that it would donate EUR 4 million to the Finnish Aalto University's starting endowment.

"Top-level scientific research creates a foundation for innovations and international success which are prerequisites for the renewal of the forest industry as well as its future success. We want to support these universities in their work to develop and teach top level knowledge and skills," says UPM President and CEO Jussi Pesonen.

UPM, Helsinki, Finland, confirmed this week that it is talking with the Finnish publication paper company Myllykoski Group about a possible transaction of Myllykoski's operations in Finland, Germany, and the U.S.

Discussions are continuing, with a number of significant issues to resolve. It is not certain whether the discussions between the two companies will result in a transaction.

BD White Birch Investment LLC submitted the highest and best offer for the White Birch Paper Co., Greenwich, Conn., USA, at a previously announced September 21 auction. BD White Birch's majority owners include funds managed by Black Diamond Capital Management and its affiliates. In addition, Caspian Capital Advisors are equity owners. White Birch is currently seeking final approval of the sale at hearings in Canada and the U.S.

White Birch operations in Canada and the U.S. are expected to continue normally during the sale process. With court approval, the sale may be completed in late November.

Mondi Group, central Europe, Russia and South Africa, has completed the final phase of modernizing its Syktyvkar mill in Russia, following the commissioning of the recovery boiler and rebuilt containerboard machine there this week. An earlier phase of the project completed during November 2008 saw 60,000 metric tons of uncoated wood free production delivered to the market. Construction of the project commenced in April 2008 and completion has been on schedule.

The modernized mill not only enhances the Group's low cost position, but allows for additional volume of containerboard and uncoated fine paper to be supplied to the high growth domestic Russian market.

With key operations across 31 countries and revenues of EUR 5.3 billion in 2009, Mondi's employs some 31,000 people. The Group is principally involved in the manufacture of uncoated fine paper, packaging paper, and converted packaging products, as well as specialty products.

Packaging Corporation of America, Muskogee, Okla., USA, was one of several businesses that donated corrugated sheets and other materials for the Third Annual River Rumba Corrugated Boat Regatta in August. Boat builders used corrugated board, duct tape, caulk and one coat of waterproof paint for their entries into the regatta, which raised thousands of dollars for local youth charities.

The corrugated boats—some carrying as many as 10 people--sailed on Muskogee's Three Forks Harbor.

Customers in Sweden, Denmark, and Belgium will soon get beverage cartons from Tetra Pak, Lausanne, Switzerland, that have the Forest Stewardship Council (FSC) label. This year, Tetra Pak plans to supply about 600 million of the FSC-labeled packages to Swedish customers, about 270 million to Danish customers and 700 million to customers in Belgium.

Working toward a goal of putting the FSC label on all of its packages, Tetra Pak has already made the packages available in several countries, beginning with the introduction of the world's first FSC-labeled liquid food cartons in the U.K. in 2007. The FSC label indicates that the wood fibers in the package can be traced through the supply chain and that the paperboard used in the package comes from FSC-certified forests and other controlled sources.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) has cited Nexus Pulp and Paper, Atlanta, Ga., USA, with $48,000 in proposed penalties for allegedly failing to correct workplace health hazards at the company's Atlanta location. An OSHA compliance officer discovered during an inspection in May that the paper recycler had not corrected violations found in 2009. The company failed to develop a written personal protective equipment hazard assessment to determine a worker's protection needed for each job and failed to train employees in the use of protective equipment.

Employees were exposed to chemicals without access to material safety data sheets containing information on those chemicals, a written hazard communication program warning them about their exposure to chemicals and training on the hazards of the chemicals used in their work areas.

The company has 15 business days from receipt of the citations to comply, request a conference with OSHA's area director or contest the findings.

HK Ruokatalo, a Finnish food manufacturer, this week relaunched its range of sliced meats packaged for the first time in paperboard trays that can be recycled just like milk and juice cartons. The new cold cuts packaging is based on Stora Enso's (Finland) new Primeforma board, developed for thermoformed food packaging. The board can be used on existing packaging lines that were previously used for plastic packaging.

"Stora Enso has a long tradition as a major supplier of corrugated board and packaging systems to HK Ruokatalo. As the formability of board and the coating methods have developed, new opportunities have opened up for the company to develop consumer packaging, in the future also in the meat products sector," says Packaging Specialist Asko Koskela from HK Ruokatalo.

"In autumn 2009, HK Ruokatalo decided to reduce its use of plastics in the packaging of its products by about 115 metric tpy. The introduction of a recyclable board material was the logical next step," says Kim Lindholm, the food giant's marketing manager. "Fiber-based packaging is an interesting solution that appeals to consumers, and HK Ruokatalo actively follows up on its development. In addition to environmental aspects, fiber also has the advantage of offering a more pleasing feel compared with plastic."

Sonoco-Alcore S.a.r.l., Brussels, Belgium, is increasing the prices for all uncoated recycled paperboard (URB) grades by EUR 40, or £35, per metric ton in Europe. The increase takes effect with shipments beginniing October 18. Company officials blamed the price increase on a severe increase in the cost of starches and chemicals and an overall tightness of raw material supply and URB in the market.

Sappi Fine Paper Europe, Brussels, Belgium, will raise the price of its Solid Bleached boards by EUR 100 per ton, effective with October 15 deliveries. The price increase applies to all of the company's European and overseas markets.

The company already raised prices earlier this year, but the costs of oil-related additives, starches, and wood have increased as well.

Quarles director, strategic marketing for its new Strategic Marketing Department in the U.S. Quarles joined Buckman in 2001 as a U.S. paper technologies (USPT) corporate sales manager. He was promoted to director, corporate sales at Buckman in 2004, and became manager for the USPT Technical Resources Department at the beginning of this year.

Michael W. Entz has been named CEO of Cosmo Specialty Fibers, Inc., The Gores Group, LLC announced. Cosmo Specialty Fibers was formed after The Gores Group acquired Weyerhaeuser Co.'s high purity cellulose mill in Cosmopolis, Wash., USA. Entz will oversee the complete refurbishment and restart of the mill, which closed in 2005.

Timothy Meyer, Managing Director of The Gores Group, noted that Entz has proven himself to be a strong leader with a talent for achieving full operating potential in his mills.

Entz said he was looking forward to starting production as soon as possible. Most recently, he worked at NewPage Corp. in Escanaba, Mich., where he oversaw operations for the company's largest coated paper manufacturing facility. He previously held management positions at Smurfit-Stone Container Corp. and West Point Pepperell.

ORONO — A new University of Maine Pulp and Paper Foundation award will annually recognize a UMaine employee who supports that industry through research, innovative student recruitment or teaching that inspires current engineering students.

The award will bear the name of its first recipient: long-time UMaine chemical engineering professor Joseph Genco, an exemplary scholar who personifies all three of those award criteria.

In announcing the award and presenting it to Genco at April's foundation meeting, foundation president Barbara Hamilton noted Genco's impact on the industry and those who work in it.  Some 130 industry representatives, students and former students responded affirmatively to Hamilton's request that those influenced by Genco join him at the podium to share in the award, to be called the Joseph M. Genco Award.

Genco thanked the group, the university and the foundation, noting that he has enjoyed his time working with the industry and that he has benefited from that association.  The award comes with a $1,000 stipend and $2,500 for the recipient to use for research, related travel or graduate student support.  Genco has returned the stipend to the foundation to be used for its Helen Horner Genco Scholarship. A direct lightning strike on TAPPI offices in late August has affected the telephone and voicemail systems.  We are taking corrective action and our evaluation indicates that a total system replacement is required and should be completed early November.
