Ilim, Russia's largest pulp and paper company (50% owned by International Paper, Memphis, Tenn., USA), announced this week that it is moving ahead with construction of a 720,000 metric tpy softwood pulp mill in Bratsk, Siberia, according to Mark Wilde, senior analyst with Deutsche Bank. Built on an existing site, the mill will cost an estimated $700 million and is slated for a second-half 2012 startup. Production will be targeted at the growing Chinese market.
The decision to move ahead with this project, Wilde notes, reflects the combination of an improving global economy, rising pulp prices, and more accommodating capital markets. The project represents more than one-third of the capital program announced when IP entered the Ilim joint venture. That program was delayed by the global economic crisis. Withthis week's announcement of the new mill at Bratsk, it appears the Ilim capital program is back on track, Wilde adds. Engineering and construction will reportedly start immediately. Equipment orders have already been placed.
With this surprise announcement, Ilim has "leap-frogged" to the head of a line-up of new pulp mill projects, Wilde points out. "On our recent Latin American tour, we heard about projects that could boost Latin American market pulp capacity by as much as 12-15 million metric tpy over the next five to six years. With an improving economic backdrop and capital markets re-opening, the project pipeline appears to be quickly reloading. Judging by what we heard in Latin America, a few weeks ago and announcements like Ilim's, this could prove to be one of the greatest waves of new pulp capacity in history."
According to Wilde, the Ilim project appears to have the advantage of being the "early mover" as well as the only pure softwood (long fiber) project on the list. Virtually all of the Latin American projects will produce hardwood (short fiber) pulp. "The unit capital cost at Bratsk (about $1,000/metric ton) appears to be in-line or slightly below the numbers we heard in Latin America," he adds.

Catalyst Paper, Powell River, B.C., Canada, and the City of Powell River report that they have agreed in principle to twin objectives of reducing the Class 4 property tax rate paid by Catalyst's Powell River mill while assisting the City in reducing significantly its capital expenditures for future municipal service infrastructure.
"Council committed to looking for solutions to the major industry property tax in Powell River," said Mayor Stewart Alsgard. "We have held frank, realistic discussions with Catalyst, culminating in a very positive outcome that reflects the needs of the community and provides for a way forward under challenging circumstances."
The City agreed that the company's annual property taxes will not exceed $2.25 million for five years. In addition, the City and Catalyst agreed to jointly pursue environmental permit amendments and related arrangements that would enable a 20-year service agreement valued at $750,000 annually in the first five years, under which Catalyst will treat the City's liquid waste using the mill's effluent system and burn the City's bio-solids in the mill's waste wood boiler.
"We saw that we both had a cost problem associated with municipal services. And we came to a shared conclusion that, going forward, the City's circumstances could be addressed more cost-efficiently by making our mill infrastructure available for municipal use," said Richard Garneau, Catalyst president and CEO. "Cooperation and flexibility helped us take a big step toward the $1.5 million property tax goal, and together the City and Catalyst were able to find a solution that's right for Powell River."
The agreement will see Catalyst drop its legal appeal of the City's 2009 municipal tax levy and pay into trust $2.5 million in outstanding 2009 municipal property taxes, including penalties and interest, pending the City's completion of arrangements for implementing its 2010 business plan with the provincial government. Related commitments by the company include sale to the City of the mill's unoccupied administration office building and associated lands for a nominal price, and a four-year mortgage extension to PRSC LLP, a three-way partnership with the City and Tla'Amin First Nation formed in 2006 to facilitate local economic diversification through land sales.
The City and Catalyst will also explore a variety of joint economic development initiatives and a revenue upside contribution arrangement, capped at $500,000 annually, based on the Powell River paper mill's ability to achieve a return on capital employed in excess of 10%.

The keynote address at the twenty-third Process Industry Reliability & Maintenance (PIRM) Conference being co-located with PaperCon May 2-5 in Atlanta will be delivered by Robert (Bob) Taylor, CEO of Neucel Specialty Cellulose. Titled "The Reliability Paradox -- Understanding the Basic Causes and Means to Resolve," Taylor's presentation will explore recent and emerging trends in paper industry R&M practices. Specifically, he will examine and analyze how the reliability paradox can develop at today's pulp and paper mills and what some companies are doing to successfully overcome it.
Taylor joined Neucel as CEO in November 2007 with more than 25 years of industry manufacturing experience. Prior to Neucel, he spent one year as VP of Operations for the Building Products Division of Armstrong World Industries where the reliability focus established during that period at all of its U.S. plants continues to bring outstanding business results to the bottom line. Bob spent three years as VP of Manufacturing for Sappi Fine Papers North America where, in addition to having responsibility for operations at all the company's facilities, he was also responsible for Wood Procurement, Pulp Sales, Corporate Engineering, and Capital Planning. Prior to that, Taylor served in several manufacturing leadership positions encompassing several different pulp and paper businesses during a 23-year career with International Paper Co., finishing as VP of Manufacturing Systems for the Printing and Communications Division in 2003.
More information about PIRM 2010, including registration, program, and the Maintenance Alley exhibit section of PaperCon 2010, is available on the event's website.

Market Roundup
Prices are rising in almost every pulp, paper, and paperboard grade, according to Mark Wilde, senior analyst with Deutsche Bank, who adds that "it's mostly a supply-side story." The sharp demand decline in late 2008 and early 2009, he explains, caused the industry to announce substantial capacity closures. In recent months, supply has been further restricted, because many mills have been subject to downtime or slowbacks due to fiber issues resulting from unusually wet weather. Some grades are also being impacted by the Chilean earthquake.
In almost every paper grade, tight markets and elevated fiber costs are pushing prices higher, Wilde notes. Perhaps the most notable hike initiative is in containerboard, where producers are out with a $60/ton increase for April 1. This follows a $50/ton increase on January 1. "While a second hike in such a short order appears surprising, we think that producers have a good chance to push it through,"Wilde says.
##SHARELINKS##
|
"We are finally starting to see signs of genuine demand improvement," Wilde continues, pointing out that gains to date in most grades are only modest, however. In most grades, the magnitude of y/y volume gains is exaggerated by the extremely easy comps of early 2009. "Still, even modest gains in domestic demand are leading to tighter markets, because of supply discipline and favorable trade flows. "Moreover, with broad economic indicators such as GDP and the ISM's manufacturing index showing strength, we expect further demand gains in the months ahead," Wilde explains.
##SHARELINKS##
|
The big U.S. cost issue in recent months has been fiber costs, according to Wilde. "OCC costs in particular saw a massive surge through most of the first quarter. Virgin fiber costs were also increased (and supply reduced), as unusually wet weather in many parts of the country limited access to trees. In recent weeks, it appears that fiber costs are starting to moderate. Most other cost elements remain at moderate levels," he says.

The global pulp market remains tight, and April North American NBSK prices are expected to rise to $960/metric ton (+$50/metric ton over March and +$325/metric ton or 51% since last May), Wilde reports. Recent mill restarts by Arauco and CPMC are bringing Chilean capacity back into the market. "However, even with these restarts, we believe the "Chile effect" on global supply could easily stretch to six months. Add to this a further decline in inventories in March, robust global demand, spring maintenance downtime by North American mills, and a sharp rise in North American NBSK spot prices (+$20/metric ton to $810-$850/metric ton), and a further run-up in prices appears likely," WIlde says.
##SHARELINKS##
|
Virtually all of the major producers (˜75% of North American UFS capacity) announced a $60/ton ($3/cwt) price increase across different UFS grades, effective early May, according to Wilde. The announcement follows successful price increases for both cut-size ($40/ton) and roll grades ($35-$40/ton) in March. The recent announcement, Wilde adds, is driven by a sharp rise in pulp costs, wood fiber shortages in parts of the U.S. South, improved February shipments (+5.9% y/y), and capacity cuts. The major UFS producers in North America are largely integrated, so rising pulp prices are a relatively modest issue for them, Wilde explains. Smaller producers, he adds, including a number of private players, are struggling to keep their heads above water. "We wouldn't be surprised to see some of these smaller mills shutter in the next two to three months," he says.

BASF AG, Germany, reports that it is repositioning its global pigments business following its acquisition of Ciba. After an in-depth analysis of the combined operations, the company says it will eliminate specific products and "adapt production capacities to market developments."
Some 500 of the combined company's 2,900 jobs in global pigment production will be redundant, and thus eliminated. These job reductions, which mainly concern azo pigments and phthalocyanines, will begin this year and are expected to be completed by 2013. BASF currently operates 22 production sites for pigments worldwide. "We will close individual production plants at six sites in North and South America as well as in Europe. At six other sites in Asia and Europe, we will expand existing capacities or make better use of them," said Markus Kramer, president of BASF's Dispersions and Pigments division.
In Europe, about 320 positions will be cut by 2013. This will mainly affect the sites in Paisley, G.B., and in Grenzach, Germany. About 90 positions will be cut at the South American site in Guaratinguetá, Brazil. Redundancies at the company's U.S. sites in Louisville, Ky., and Elyria, Ohio, will total about 80 positions.
"By streamlining our portfolio we will mainly eliminate overlaps within our combined portfolio. At the same time we are reducing overcapacities," said Andreas Türk, group VP of the BASF unit Global Restructuring Management Pigments. All sites that are not directly involved in the production consolidation process will undergo regular checks establishing optimization potential.

Launching its "Be TENAcious" campaign this week with six-time Olympian Anne Abernathy and HealthyWomen, SCA North America, Philadelphia, Pa., USA, said that "more than one in forty women over 40 face bladder control issues and many are suffering in silence and not seeking out solutions that can enable them to lead the lives they desire." The company's latest advocacy campaign is designed to open a dialog, inform, and inspire women to overcome the challenges of bladder control issues with a simple message: "Be TENAacious."
Tenacious, the company notes, is defined by Merriam-Webster as "persistent in maintaining, adhering to, or seeking something valued or desired," and embodies the mission of the "Be TENAcious" campaign. Starting in April, TENA will begin to highlight real, tenacious women who are confronting the condition head-on to help millions of women with bladder control issues break their silence. Leading the charge will be Abernathy, six-time Olympic luger who has made a career of breaking barriers, and will now add bladder control issues to her list. She will share her inspiring story about her experience with bladder control issues to kick off the campaign that will also feature educational content developed by HealthyWomen, a U.S.-based, independent health information source for women.
The campaign will feature a number of online and offline programs, including the creation of two web portals, BeTENAcious.net (in the U.S.) and BeTENAcious.ca (live in Canada in May), housing new web content powered by HealthyWomen and TENA's websites featuring information and education on bladder control issues and inspirational insights from Abernathy.
Abernathy is no stranger to facing challenges, SCA says. She holds the Guinness World Record for the oldest woman ever to compete in the Winter Olympics and is the first woman over fifty to participate in the Winter Games, single-handedly changing the perception of age in her sport (leading to her nickname "Grandma Luge"). Her eighteen-year Olympic career started after the age of thirty, when most athletes typically retire, and continued through life-threatening injuries, cancer, and sixteen knee surgeries. She is now featured in the book, "Women of True Grit," written by Eddie Hand and Tina Savas. Abernathy will serve as the first spokeswoman for the Be TENAcious campaign, sharing her unique views and experiences on overcoming personal and professional challenges, including bladder control issues.

Domtar Corp., Montreal, Que., Canada, says it will proceed with two projects to improve energy conservation, increase renewable power generation, and reduce particulate emissions at its Kamloops, B.C., Canada, pulp mill. The capital investment of C$57.6 million will be entirely funded by credits received from the Government of Canada's Pulp and Paper Green Transformation Program. The first phase of work related to these projects is expected to begin in late May, during the mill's annual maintenance shutdown.
"We welcome and appreciate the support we have received from Natural Resources Canada under this program," said Eric Ashby, GM at the Kamloops mill. "The funding for these projects, together with support from BC Hydro's 'Integrated Power Offer' for industrial customers, was instrumental for Domtar in moving forward with these important improvements."
Domtar was allocated credits totaling C$143 million dollars for investments aimed at improving energy efficiency and environmental performance under the Pulp and Paper Green Transformation Program. It owns and operates a total of four pulp and paper mills in Canada, all eligible for this program. Domtar is also a participant in BC Hydro's Integrated Power Offer that promotes investment in energy efficiency and renewable energy generation.
