The Procter & Gamble Co., Cincinnati, Ohio, USA, and the U.S. Environmental Protection Agency (EPA) National Risk Management Research Laboratory (NRMRL), Washington, D.C., this week signed a Cooperative Research and Development Agreement (CRADA) to develop new tools to optimize sustainability improvements in manufacturing facilities, and their associated supply chains. These improvements will directly address the endpoints of P&G's long-term environmental sustainability vision, announced in September 2010.
The P&G vision includes:
- Powering its plants with 100% renewable energy
- Using 100% renewable materials or recyclate for all of its products and packaging
- Having zero consumer or manufacturing waste going to landfills
- Designing products that delight consumers while maximizing the conservation of resources.
To meet this commitment, new methods and tools are needed to help optimize design and decision-making across a wide range of operations and supply choices, as well as various environmental sustainability measures. The EPA has developed a comprehensive list of sustainability metrics and performance indicators that can be used to quantify sustainability in a manufacturing and supply chain context, while P&G has a diverse set of manufacturing operations and supply chains that can be leveraged to optimize how such metrics are used to guide improvement choices. The work under this CRADA will leverage P&G's manufacturing and supply chain knowledge with the EPA's work on metrics to develop a modeling and assessment tool that can be used to assess future product design, material sourcing, and manufacturing options.
P&G will be developing this framework based on metrics associated with its tissue and towel products. "This is a tremendous opportunity for us to be at the leading edge of developing tools to support the entire company's effort to improve the sustainability of our products and our operations," noted Stefano Zenezini, VP of Product Supply for P&G's business unit that makes Charmin, Bounty, and Puffs. "We've made great progress in areas like energy and water use reduction, but really need these new tools to help guide the increasingly complex choices we will be making as we continue to strive to meet the vision the company has committed to."
EPA's NRMRL Director Cynthia Sonich-Mullin, added that "we are very pleased to bring our resources together under this CRADA to produce tools that will not only benefit P&G, but other companies as well. Our goal is to develop innovative solutions that have broad applicability in protecting human health and the environment."
The duration of this CRADA is five years.

Market Roundup
Total U.S. printing and writing (P&W) paper shipments decreased 8% in June compared with June 2011, according to the AF&PA, Washington, D.C., USA, June 2012 Printing-Writing Paper Report released this week. Shipments for coated free sheet and uncoated mechanical grades posted double-digit year-over-year decreases compared with last June.
U.S. purchases (shipments + imports – exports) of P&W papers also decreased 8% in June. Total P&W paper inventory levels decreased 4% from last month, primarily due to double-digit decreases among the mechanical grade papers.
Additional key findings include:
- Purchases of coated mechanical (CM) papers are up slightly compared with June 2011, which is the second consecutive year-over-year increase
- Shipments of uncoated free sheet (UFS) papers are down year-over-year, which is the second-largest decrease in past 20 months
- Shipments of coated free sheet (CFS) papers are at the highest level since November 2011 but still decreased year-over-year
- Uncoated mechanical (UM) paper shipments are down double-digits compared with a year-ago, but reached the highest point in the past five months.

The list of European kraft linerboard producers announcing price hikes is growing longer, according to a report this week by Deutsche Bank's Mark Wilde. Sweden's SCA has just announced a EUR 60/metric ton hike on all grades of kraft linerboard, effective September 1, Wilde notes. With the recent sale of its European converting plants to David S Smith, he adds, SCA has become a large merchant supplier to the European converting market. SCA produces 800,000/ metric tpy of kraft liner at two mills in Sweden.
Interestingly, Wilde continues, each additional player seems to be boosting the rate. Last week, Spain's Europac announced a EUR 50/metric ton hike in all European markets, effective August 1. A week earlier, Mondi announced a EUR 40/metric ton hike for brown kraft linerboard and substitute grades around the Mediterranean, and indicated that hikes would be forthcoming on other grades and in other regions of Europe. The moves come amidst long-term and short-term cuts in European kraft liner supply.
This spring, Norwegian kraft liner producer Peterson filed for bankruptcy and idled a 290,000 metric tpy mill in Moss, Norway. More recently, a ruptured black liquor tank has idled Smurfit Kappa Group's 520,000 metric tpy kraft linerboard mill in Facture, France. Reports suggest that the SKG mill (one of the largest in Europe) will be out of commission for approximately one month.
The recent European moves provide incremental support to efforts by U.S. producers to raise containerboard prices in early/mid August, Wilde says. Over the past 10 days, virtually all of the U.S. containerboard producers have announced price hikes of ˜$50/ton. Since exports account for 15% - 20% of U.S. kraft linerboard production (the primary U.S. containerboard grade), rising offshore price levels should aid the effort to boost domestic pricing, Wilde notes.

U.K. producers of publication paper initially entered the mid-year price negotiations in 2012 looking to achieve hikes, but in the end they had to accept considerable reductions due to the weak euro and poor demand, according to a report this week by Germany-based EUWID Pulp and Paper.
By mid-July, EUWID notes, pretty much all of the newsprint contracts for the second half of the year in the U.K. had been signed. Although producers urgently wanted increases, they were unable to implement them. Due to the continued decline in demand and the stronger British pound, prices came under pressure and were lowered. The price reductions were even greater than those seen on the Continental European markets. Prices in the U.K. (in euro terms) have come closer to prices in mainland Europe.
Prices for improved grades were also reduced significantly even though this market is considered to be firmer than that of the standard grades, EUWID adds.
The results of these price negotiations reflect the current market situation, which remains shaped by declining paper consumption, EUWID continues. In addition, there are seasonal factors—events that should increase consumption, such as the Olympic Games in London, that have only a small effect on paper consumption in the British press sector, and will only partially offset the usual summer-related demand weakness, EUWID explains.

The global pulp market is mired in uncertainty—uncertainty about when China will move into buying mode, uncertainty about where the European economy is heading, and uncertainty if low spot prices for softwood market pulp will push pulp mills in Europe and North America to take market-related downtime. In this environment, pulp mills are trying to squeeze their costs to remain competitive and to be able to run at full capacity, reports Wood Resources International (WRI), Seattle, Wash., USA.
Because wood fiber costs, according to Fisher International, currently account for between 52% and 71% of the total production costs, depending on region of the world, the primary focus in the cost-cutting has been on reducing the price mills pay for wood chip and pulpwood prices over the past six months. This has created the situation in which many fiber suppliers have been forced to accept lower prices for their fiber. As a consequence, wood fiber prices fell throughout the world in the 1Q/12, WRI notes, which caused the two global wood fiber price indices to decline to their lowest levels in more than a year.
The Hardwood Wood Fiber Price Index (HFPI) experienced the biggest decline, falling by 3.5% from the 4Q/11 to $109.67/odmt. Since its all-time high last fall, the HFPI has come down 7% in just two quarters. Wood costs were down the most in Europe and Japan. The price premium for hardwood fiber over softwood fiber is currently the lowest since 1Q/11.
The Softwood Wood Fiber Price Index (SFPI) fell a more modest 0.4% from the previous quarter, which was 4% lower than in the spring of 2011. Softwood fiber price trends were mixed, with increases in Oceania, Chile, and the U.S. South and falling prices in Europe, Western Canada, and Japan.
Softwood chip prices in British Columbia fell 25% from the previous quarter, according to the North American Wood Fiber Review, and are currently 18% lower than last fall when prices were at a 16-year high. In Europe, softwood pulp log prices fell between 1% and 6% in the local currencies in the 1Q/12 compared with the previous quarter, and are now back down to price levels last seen in 2010.
With continued soft pulp and paper markets during the second quarter, wood fiber costs are likely to continue to weaken in many key markets around the world in the coming months, WRI says.

Pulp & Paper
Finch Paper, Glens Falls, N.Y., USA, a producer of uncoated papers, this week announced a long-term supply agreement with Omya, a manufacturer of precipitated calcium carbonate (PCC). The agreement is expected to expand the mill's capabilities and grade lines well into the future. Finch Paper was one of the first paper mills to construct its own PCC plant in 1984.
Omya operates nearly two dozen PCC plants at paper mills around the world. Finch Paper is Omya's third paper mill in North America. Finch President and CEO Joseph Raccuia noted that "Omya has developed proprietary operating techniques that, combined with new investments we are making in our own plant, will take our operations to a whole new level."
In a unique arrangement, the team of Finch employees will continue to operate the PCC plant. Omya employees will be on-site on a regular basis, training the Finch PCC team in the advanced operating practices.
"The Finch operators not only understand PCC, but also have an intimate knowledge of the papermaking process," Omya Regional Sales Manager Tim Bradley said. "Their holistic approach is a definite advantage in terms of quality, speed, and cost."
Precipitated Calcium Carbonate is used to fill gaps between the fiber in a sheet of paper. The "filler" contributes to important paper characteristics such as brightness, opacity, and bulk. PCC is formed by adding carbon dioxide gas to lime and water. Producing its own PCC is more economical for Finch than buying this ingredient, but also enables the company to capture and re-use 50 million lb/yr of carbon dioxide from its power plant rather than emitting the greenhouse gases into the air.
PCC can be formed in a variety of particle sizes with varying surface characteristics to produce specific paper properties. The collaborative effort of Omya and Finch will augment the mill's ability to produce tailored solutions and further supports Finch's growth in the emerging transactional-promotional and print-on-demand book segments.

The Nova Scotia, Canada, Supreme Court has granted the NewPage Port Hawkesbury, N.S., Canada, mill another extension to its creditor protection period. The mill now has until August 31, to wrap up the sale and transfer of the mill's assets to Pacific West Commercial Corp. of Vancouver, B.C., Canada.
Pacific west, a subsidiary of Stern Partners of Vancouver, has a deal with Nova Scotia Power to get a break on the mill's electricity bill. The energy rate is based, in part, on a complex tax structure that still needs approval from the Canada Revenue Agency and the provincial Utility and Review Board. Nova Scotia Power, as part-owner, is hoping to claim a tax write-off for the mill's losses, as compensation for its reduction in power costs.
As reported by ForestTalk.com, hearings at the Nova Scotia Utility and Review Board are continuing, and the power rate reduction that Pacific West Commercial Corp. is asking for will give the company among the lowest, if not the lowest, power costs in North America for a seven-year period. If Nova Scotia Power and Pacific West Commercial Corp. have underestimated the amount of power required to operate the mill, then the ratepayers of Nova Scotia will be on the hook, and will have to subsidize the power costs of the mill, according o the ForestTalk.com report.
Ron Stern, CEO of Pacific West Commercial Corp., said he will walk away from the deal if this rate proposal is not approved as is. "Unless the Port Hawkesbury mill can become a very low- cost operation, it simply will not succeed," Stern said.
The province of Nova Scotia is spending $100,000 a day to keep the mill hot-idled.

The Algonquin First Nations held a protest this past week in front of Resolute Forest Products' headquarters in Montreal, Que. Canada. In response to the protest, Resolute issued a statement clarifying its ongoing woodlands operations in the Barrière Lake area located in the Outaouais region of Quebec.
According to Resolute, the wood volume allocation near Barrière Lake was granted to Resolute by the Quebec Ministry of Natural Resources and Wildlife (QMNRW) under the terms of the Forest Act of the province of Quebec. This wood allocation supplies the company's sawmill located in Maniwaki.
As per rulings issued by the Supreme Court of Canada, Resolute said that the QMNRW has developed and implemented a consultation process with First Nations communities that must be completed before any cutting permit can be authorized. Resolute's right to harvest in the area has been approved by the QMNRW, following appropriate consultation with the Barrière Lake Algonquin band council.
Resolute has managed woodlands in the Barrière Lake area for four years and also has several partnerships with a number of Aboriginal communities in Quebec and Ontario. The company noted that "the current controversy seems to be linked to political tensions within the Lake Barrière community, and Resolute regrets being at the center of this internal dispute. The company continues to work collaboratively with local government and First Nations authorities."

SCA (Stockholm, Sweden) reports that its acquisition of Georgia-Pacific's (Atlanta, Ga., USA) European tissue business (EMEA) has been completed. The purchase price totaled EUR 1.32 billion on a debt-free basis. The acquired operations had sales in 2011 amounting to EUR 1.25 billion.
GP has a well-established presence in Europe in both away-from-home and consumer at-home tissue products. Its products in both segments are marketed with the Lotus brand. The company Jan Johansson, president and CEO of SCA, noted. will maintain a presence in Europe primarily through regional offices for GP Cellulose and GP Harmon Recycling
The annual synergies are estimated at EUR 125 million, with full effect in three years after closing. Related costs are estimated at EUR 130 million.
The closing follows the EU clearance and its requirement that SCA divest Georgia-Pacific's consumer tissue business in the U.K. including production capacity, Georgia-Pacific's consumer tissue branded business in Benelux, licensing out the Lotus brand during a limited time, and some of Georgia-Pacific's and SCA's retailer branded business in Scandinavia, including production capacity. The businesses that are to be divested account for sales of approximately EUR 200 million, which is in line with the expectations and does not change SCA's evaluation of the deal.
SCA produces personal care products, tissue, publication papers, and solid-wood products. Sales, conducted in some 100 countries, amounted to SEK 106 billion (EUR 11.7 billion) in 2011. SCA has approximately 32,000 employees.
GP is a global producer of building products, tissue, packaging, paper, cellulose, and related chemicals. The company employs nearly 35,000 people worldwide.

New Products
Cortec's (St. Paul, Minn., USA) VpCI®-149 is a new corrosion inhibiting paper for the protection of a wide variety of metals. This environmentally safe, non-toxic paper is formulated for extra protection of sensitive metals such as copper, aluminum, and cast iron. Manufactured using a natural kraft paper, the coating provides a soft and conformable feel to the paper, making it easy to use when individually wrapping parts. The strong vapor phase protection makes it a great product for interleaving and protecting void spaces, the company notes.
Since it is not a saturated paper, VpCI-149 will not tear like many other VCI papers. It is made from neutral, natural kraft paper, without the use of chlorine or other chemical bleaching, which eliminates package contamination. The fully recyclable and repulpable paper does not contain nitrites, phosphates, silicones, chromates, or other heavy metals. The VpCI coating on the paper vaporizes, reaching all metal surfaces to provide corrosion protection.
VpCI-149 can be used for a variety of applications such as protection of products for storage and shipment in several ways: the 149 kraft wrap for single item packaging or interleaving, end closures for shipping tubes, insert strips for recessed areas in large packages, and as sheet liners or separators between products.

Travels with Larry
On June 25, 2012, Scott Springmier, Eric Fletty, and I accepted a previous invitation from long-time TAPPI member and a young, Mike Ditka look-alike, Jim Niemiec, to visit NewPage in Wiscosin Rapids, Wis., USA. At the time we had no idea that (current TAPPI board-member) Jeff Hamilton was in the process of accepting the mill manager's position at this very mill. Jeff was instrumental in bringing PIMA under TAPPI's wings a few years ago. We are proud to have him on TAPPI's board.
It felt like a family reunion. We had meetings with several of the mill employees, many whom we had met at various TAPPI functions over the years. We had the opportunity to present a TAPPI update as well as tour the mill and their Research and Development Center.
This location is an industrial complex in itself convering more than two miles end-to-end from the pulp mill, waste water treatment plant, and to the shipping dock, with all things in between. The mill houses the largest off-line coater in the U.S., and produces one of the very best coated free sheet products in the industry. The pride in the mill's 1,050+ employees was apparent as soon as you walked in the door.
The mill was extremely clean and, according to Jeff Hamilton, you could eat off of the floor. Thank goodness I was full from the catered lunch that they provided us upon our arrival, or I may have taken Jeff up on his offer. In Jeff's words, the mill's "if it isn't bolted down, it needs to have a proper home" attitude really drives the immaculate house-keeping that is apparent throughout the entire complex.
The mill offers a broad range of basis weights from 80 lb to 146 lb on a 246-inch wide machine. If you want to see the future of parent roll storage, you have to see the automated system in Wisconsin Rapids. This state of the art system resembles something right out of Star Wars, with nine stories of roll storage. Labor relations are very good at the mill, which is apparent with a union contract that runs through 2018.
Some of the key members of the Wisconsin mill team. (and also fans from TAPPI)
From there we went to the Reserch and Development Center, which is overseen by the Director of Research, Dean Benjamin. The building was built in 1959 and has undergone several expansions and equipment upgrades since its inception. It houses a pilot coater and calendar. The center is located in a 42,000 sq ft building on a 40 acre site. The 46 employees support eight mills in the NewPage system. R&D provides world-class process support to advance the products and services that NewPage provides.
"The R&D function provides cost-effective and innovative product and process development to meet customer needs and to enable our long-term competitiveness and prosperity through the proper application of science, technology, and innovation. We accomplish this with our internal resources as well as working closely with leading universities and other external research institutions," Benjamin noted.
R&D manages the NewPage intellectual property, including their portfolio of 44 U.S. and 48 foreign patents, as well as 27 pending patents.
Team members and some TAPPI folks (including Larry) at the Research and Development Center.
One of the more recent shining stars in the new page family of products is the TrueJet™ brand. This is a line of coated papers for high-speed production inkjet printing. The product won the 2011 Intertech™ Technology Award for innovative excellence, from Printing Industries of America.
This was a breath of fresh air in our industry where many have cut back R&D efforts over the past 10 - 15 years.
NewPage, at a glance, does $3.6 billion in annual sales. It produces 3.5 million tons of paper annually and has nearly 6,000 employees. The product line breakdown is 75% coated, 14% specialty, 6% supercalendered, and 5% other grades of paper.
More information about NewPage is available online.
More information about TAPPI is also available online.
There are two types of people in our industry - TAPPI members and those who should be.
Until next time.......
