Liansheng Paper Plans Massive Pulp and Paper Project in Fujian, China

China’s Liansheng Paper (Longhai) is planning a new integrated pulp and paper complex in Zhangzhou city, Fujian province.
The company has secured 307 ha of land in Zhangpu county for the proposed project.
It submitted an environmental impact assessment (EIA) report to local authorities late in June and is waiting for approval.
According to the EIA document, the planned scheme, which will involve a total investment of RMB 19.2 billion ($275.3 million), will be carried out by a newly established affiliate Liansheng Pulp & Paper in two phases over a period of five years.
The first will include a 1.2-million mtpy bleached hardwood kraft (BHK) pulp line, a 530,000-mtpy chemi-mechanical pulp line, a 1-million mtpy coated ivory board machine and two 50,000-mtpy tissue machines.
All of the chemi-mechanical pulp is set to be consumed by the ivory board machine.
The BM and the two tissue units will be partly integrated with the huge BHK line.
Fujian Liansheng estimates that there will be approximately 850,000 tonnes/yr of BHK pulp left after feeding the tissue and board production lines.
The surplus BHK will be processed by an on-site pulp dryer into dry sheets and will then be sold on the Chinese market.
The second part of the project will see the installation of another 1-million mtpy coated ivory board machine, another 530,000-mtpy chemi-mechanical pulp line, four more 50,000-mtpy tissue machines and a 408,000-mtpy uncoated fine paper (UFP) machine.
There will be hardly any surplus BHK for sale when the tissue and UFP units of the second phase come on stream.
Market contacts reported that the company has been contacting top foreign machinery suppliers for ordering the first pair of tissue PMs.
If the scheme goes ahead, it will mark Liansheng Paper’s diversification into the production of wood pulp and virgin fiber-based paper and board.
Known as a Chinese recycled packaging board producer, Liansheng Paper currently operates 1.45 million mtpy of recycled containerboard capacity and 600,000 mtpy of recycled cartonboard capacity at a mill approximately 60 km north of the planned greenfield complex, also in Zhangzhou city.
