China’s C&S Paper Plans 400,000 mtpy Tissue Mill in Jiangsu

According to Fastmarkets RISI, China’s C&S Paper has announced a plan to build a new tissue mill in Suqian city, in the eastern province of Jiangsu. The facility will eventually boast a 400,000 mtpy capacity. The RMB 2.55 billion ($395 million) investment scheme was greenlit by the Shenzhen-listed company’s shareholders last week, but remains subject to environmental impact assessments.
The proposed mill will be constructed in four phases, each involving the installation of 100,000 mtpy of tissue paper capacity. The first phase is expected to be finished in 18 months. A timeline for the rest of the expansion has not been unveiled.
The company said the Suqian mill will help it to accommodate growing tissue demand in the eastern part of China. C&S Paper currently boasts a total of 760,000 mtpy of tissue paper capacity at its six mills across the country. Currently, the 42,000 mtpy Jiaxing mill in Zhejiang province is the only one it operates in China’s east.
The company is expanding the capacity of its Xiaogan mill in the central province of Hubei as well. It fired up a 30,000 mtpy tissue PM there at the end of December and will start up another three identical units at the site by the end of H1.
In 2019, C&S Paper announced a plan to build an integrated bamboo pulp and tissue mill in Dazhou city, Sichuan province. The greenfield project is designed to include 318,000 air dried mtpy of bamboo pulp and 300,000 mtpy of tissue capacity. So far it has not commissioned any production lines there or given a timetable for their startups.
