China’s Shanghai Orient Champion Healthcare Products to Build 360,000 Metric tpy of Tissue Capacity in Anhuil by 2026

According to Fastmarkets RISI, Shanghai Orient Champion Healthcare Products is seeking environmental permits for building a new 360,000 metric tpy tissue mill in Maanshan city, Anhui province, China.

The company submitted an environmental impact assessment (EIA) report on the scheme to the local government earlier this month, with approval pending. According to the EIA document, the proposed mill will be built in the town of Dangtu.

The RMB 2.02 billion ($312 million) investment will be carried out in two phases. The first will see the installation of four 30,000 tonne/yr tissue PMs by March 2023. The second phase will include eight tissue units of the same size. They are scheduled to commence trial production in 2025 and to reach their design capacity in 2026.

All of the tissue machines will be entirely reliant on market pulp, as there are no plans for any on-site pulp capacity. Formerly known as Shanghai Orient Champion Paper, the company fired up its first tissue PM at its sole mill in Shanghai city in 2005 and boosted its tissue paper capacity there to 140,000 metric tpy in 2012. There was no room for further expansion at the Shanghai site, said the company, prompting it to look for investment opportunities in other parts of the country.

In March it signed a framework agreement with the local authorities in Maanshan city, in Shanghai’s neighboring province of Anhui, and set up a wholly-owned subsidiary, Anhui Orient Champion Healthcare Paper Company, to run the planned mill.
