Kaye-Lynn Foley passed away in Amarillo, Texas, on Aug. 11 at the age of 47. Foley was an APCO member since 2014, and her LinkedIn page says that she was employed with the City of Amarillo as an emergency communications specialist since December 2009. It says she earned a Registered Public-Safety Leader Program certification in 2013-2014. She is survived by her husband, Mike Foley; parents, Bobby and Charlene Vinson; brother, Lance Vinson; and sister, Tao Nguyen.
