The FBI recently released a Private Industry Notification (PIN) regarding telephony denial of service (TDoS) attacks that directly relates to emergency communications centers. Given the nature of the PIN, APCO believes it is important that this information be shared with our membership.
The data contained in this PIN is provided to help cybersecurity professionals and system administrators guard against the persistent malicious actions of cyber actors. On February 11, APCO spoke with representatives of the Public Safety and Homeland Security Bureau of the Federal Communications Commission (FCC) to discuss APCO’s public safety communications priorities for the new year. Among other things, APCO discussed improving wireless 9‑1‑1 location accuracy, protecting public safety spectrum, and enhancing wireless emergency alerts and network outage reporting. APCO expressed continued interest in working with the bureau to pursue reasonable rule changes to benefit 9‑1‑1 professionals and improve public safety communications.

On February 16, APCO filed comments with the FCC regarding the creation of a contact information database for emergency communications centers (ECC) and service providers. APCO noted that ECCs need better situational awareness and communications with service providers during network outages. A two-way contact information database would improve ECCs’ ability to gather and share important outage information. The database should be established and maintained by the service providers - not made the responsibility of the public safety community - and be secure and confidential.

Craig Scholl, 55, started his career in emergency response fresh out of high school. The APCO Atlantic Chapter named him supervisor of the year in 2019, describing him as a compassionate person who puts service above everything.

Dick Nelson, 80, passed away on January 26 in Ocala, Florida, after a long battle with cancer. In 1987, he accepted an opportunity with Marion County, Florida as the 9-1-1 director, implementing the County’s Enhanced 9-1-1 System. He served until his retirement in 2007. He served as chairman of the Florida Statewide 9-1-1 Coordinator Group and on the board of officers for the Florida Chapter of APCO, including as president from 2000-2001.
