On December 16, APCO filed comments with the Federal Communications Commission (FCC) on proposed rules to improve the reliability and resiliency of communications networks during emergencies. The FCC requested input on, among other things, expanding the scope of the Wireless Resiliency Cooperative Framework. As background, the Framework is a voluntary agreement between the major wireless carriers to increase coordination and information sharing during emergencies. APCO suggested that the FCC require participation in the Framework and extend its requirements to all service providers that play a role in 9-1-1 delivery or emergency alerts. Additionally, APCO encouraged the FCC to make rule changes that would foster cooperation among the service providers and public safety agencies during emergencies.
