It is with great sadness that we must cancel Dale Blackwell's funeral mass and send off. He was well-loved by many, and maybe someday we can gather again to give tribute to a great man. Thank you for your love and support. Much love and safety.

In lieu of flowers, donations can be made to Rental Service Industry Foundation (RSIF) or your local animal shelter.

In determining the extent of a worker’s injury, doctors evaluate the degree of disability or impairment. The injury may be permanent or temporary. When an employee is injured and cannot work, disability benefits replace a portion of the employee’s lost wages. They are usually calculated based on the worker’s average weekly wage before the injury. There is usually a waiting period before payments begin, and there are usually minimum and maximum payment thresholds. Benefits may also vary widely by state.

In determining the extent of a worker’s injury, doctors evaluate the degree of disability or impairment. (Disabilities refer to the limits on a worker’s ability to complete work-related tasks. Impairments refer to how the body functions after an injury or illness and can be physical or mental.) The injury may be permanent or temporary:
 • Permanent disability or impairment, which means the employee has reached maximum medical improvement (MMI) and isn’t expected to change within one year.
 • Temporary disability or impairment includes injuries or illnesses that continue to heal over time. In these cases, the employee’s doctor would not tell them they’ve reached MMI.

The California Air Resources Board (CARB) has reached a settlement of $1,927,800 with American Honda Motor Co. Inc. (Honda) to resolve clean-air violations related to the sale of small off-road engines in California. The violations involved small off-road engines used in generators and lawn and garden equipment. Through extensive tests in its lab, CARB discovered that this equipment did not meet the evaporative control emission standards that Honda had originally agreed to during the certification process. Evaporative emissions of raw fuel, which occur both while an engine is being used and at rest, are known as volatile organic compounds and are a significant precursor of smog. Honda is located in Torrance, California, and is a North American subsidiary of the Honda Motor Company Ltd.

Business News
Legislation that will discourage hiring and job growth by imposing an employee “headcount tax” on certain employers has been added to the California Chamber of Commerce job killer list. The bill, AB 398 (Chu; D-San Jose), institutes a tax of $275 per employee for “an entity, including, but not limited to, a limited liability company, corporation, or limited liability partnership, that has more than 500 employees that perform any part of their duties within the state.” Employers who have weathered the COVID-19 storm are struggling to survive while other businesses have been forced to close their doors. In its opposition letter, the CalChamber cautions that unemployment rates are soaring and AB 398 will strongly disincentivize employers to hire beyond 499 employees since employee 500 will trigger $137,500 in additional taxes.
2020 has brought a great deal of hardship to many parts of the U.S., but particularly to Nashville, Tennessee. Music City was hit with an early March tornado outbreak that devastated property across swaths of the city. That was followed by the pandemic that shuttered businesses, some permanently, and tanked the economy. Mayor John Cooper (D) and Nashville Metro Council members are now piling on with a 34% property tax hike, which was approved shortly after midnight on Wednesday, June 17.
In a recent article in the Orange County Register, Jon Coupal updates taxpayers on Proposition 19: The assaults on California property owners and taxpayers never stop. And once again the California Legislature has advanced a massive tax increase at the last possible moment when they thought no one was paying attention. Assembly Constitutional Amendment No. 11 (ACA11), approved by the California Legislature, takes away Proposition 13 protections that California families have under current law and replaces them with a billion-dollar tax increase. Voters will have an opportunity to reject this scheme come November, as ACA11 will appear on the ballot as Proposition 19. After the historic passage of Proposition 13 in 1978, Californians finally had certainty about their future property tax liability because increases in the “taxable value” of property were limited to 2% per year. Property would be reassessed to market value only when it changed hands. To prevent families from getting hit with huge tax increases, voters overwhelmingly passed Proposition 58 in 1986, changing the state constitution to ensure that transfers of certain property between parents and children could occur without triggering the sticker shock of reassessment.
The California Air Resources Board recently adopted a first-in-the-world rule requiring truck manufacturers to transition from diesel trucks and vans to electric zero-emission trucks beginning in 2024. By 2045, every new truck sold in California will be zero-emission. This bold and timely move sets a clean-truck standard for the nation and the world and marks the Newsom administration’s most important air pollution regulation to date. It zeroes in on air pollution in the state’s most disadvantaged and polluted communities. "California is an innovation juggernaut that is going electric. We are showing the world that we can move goods, grow our economy and finally dump dirty diesel," said Jared Blumenfeld, California’s secretary for environmental protection.
