We’re excited to announce the recipients of the TOP GUN awards for the Party/Event segment! Peer Executive Groups (PEG) announced the winners of the 2020 Top Gun achievements in advance of the fall PEG meeting schedule. This designation recognizes the rental store operators who receive the PEG Pinnacle Award for Financial Excellence. This award is given to the top 25% of stores, based on two ranked financial indicators that are calculated from financial statements submitted by rental store operators enrolled in PEG peer groups and non-members who elect to participate. It’s great to see a California rental store on the list two years in a row.
  
Dear CRA Members,
Normally at this time, we are planning our annual golf tournament fundraiser. While we have fun on the green, the real winners are students of the rental industry and members in need of disaster relief. But this year, things aren't "normal." We are not hosting our annual golf tournament; instead, we are asking CRA members to contribute directly to the Rental Services Industry Foundation. RSIF needs your support to keep this program for all members, students and vendors moving forward. The foundation's income is derived from fundraisers such as the annual golf tournament, donations and any investment income earned. The younger people of our industry and association need to be better educated, more skilled, and more adaptive in this industry as our world changes at an ever faster pace. RSIF can help them get the skills they will need through financial assistance for education. RSIF funds have also been used in the past to help rental stores that have been hit by a natural disaster get back on their feet.
EAPs (employee assistance programs) can help employers reduce their workers’ compensation costs in two ways. Your company might offer an EAP as part of its benefits program. EAPs can help control medical costs; they might also help control workers’ compensation costs. Here’s how. Many workers’ compensation claims have a mental health element. Your EAP can help employees deal with mental health problems or stress from a variety of personal problems, that could lead to illness or injury. Studies have proven that workers under stress are more likely to become ill or injured, as are those who abuse drugs or alcohol. Second, your EAP can help workers who are dealing with a work-related injury cope with the stress of pain, being out of work or coping with a disability. EAPs emerged in the 1980s to address substance abuse problems in the workplace. Providing confidential access to drug and alcohol treatment programs can increase the likelihood that your programs will be utilized by those who need them.
  
CRA will be celebrating its Diamond Jubilee in 2021. Your stories and photos show where we came from and are wanted for upcoming publications and events. We especially would like to see “Then and Now” photos of your store, equipment and rental families. Photos should be in a high resolution format suitable for printing. We encourage you to log into the Members Only section of www.CalRental.org and review your membership information in the “My Profile” section. Visit the Online Directory under the Members Only tab to see your listing. If you have not logged into the new website yet, you will need to click the “Forgot your Password?” link under the login fields and get a temporary password emailed to you. We will be sending the data to our publisher in October, so please log in, review, and if you haven’t updated your contact, please do so by September 17.

This article by Jon Coupal appeared in the Whittier Daily News, Sept. 13. Jon Coupal is the President of the Howard Jarvis Taxpayers Association (HJTA) and is a recognized expert in California fiscal affairs and has argued numerous tax cases before the courts. On September 9, the California Supreme Court declined to hear a case involving the validity of a local special tax initiative that failed to secure two-thirds voter approval. That requirement is found in Proposition 13 (1978) as well as Proposition 218 (1996), also known as the Right to Vote on Taxes Act, both of which were sponsored by the Howard Jarvis Taxpayers Association. Taxpayers had petitioned the Supreme Court to review a lower Court of Appeal’s ruling refusing to apply well-settled law. The significance of the Supreme Court’s failure to provide clarity on this important issue cannot be overstated. Unless it resolves this question in other cases now working their way up through the court system, a gaping new loophole will have been created in the constitutional protections for taxpayers that voters have repeatedly ratified over the decades. Moreover, the failure to act is a green light to tax-and-spend interests to extract even more dollars from the most heavily taxed citizens in the United States.
  
At its June 25, 2020, meeting the CARB Board adopted the first phase of an Advanced Clean Truck Rule (ACT) to take effect with the 2024 model year trucks. The current Truck and Bus Regulation requires all trucks 26,000 GVWR or greater to be 2010 or newer and pre-1996 should have been replaced by 2015. By 2023 all trucks must be 2010 or newer to operate in California. Trucks with a GVWR of 14,000-26,000 must also be 2010 or newer by 2023. The ACT applies for the period 2024-2045. It sets sales percentages for manufacturers and establishes a large-fleet reporting requirement. Phase 2 of the ACT currently being drafted will set fleet turnover requirements. Phase 1 is intended to push manufacturers to sell zero emission trucks (electric or fuel cell) in California. It also lowers the GVWR to 8501, which will draw in trucks in the range of an F-250 into the regulation. The ACT establishes sales percentages for each weight category 8,500-14,000; 14,001-16,000 and 16,001+ ranging from 5% of sales in 2024 to as high as 75% by 2035.
