Several issues cloud the long-term outlook for COVID-19 workers’ comp claims:
 
Presumption laws
Even though it’s going to be a problem in many, if not most instances, to prove that a worker was infected with COVID-19 while on the job, “there will be some liability there,” according to Rich Lenkov, who heads a workers’ compensation practice at Bryce Downey & Lenkov LLC in Chicago. “But remember,” he said in an interview with Business Insurance, “the worker still has to prove that they developed COVID from work, and even in states with a presumption … I think it’s a hard case to prove.” So far, 20 states have passed laws saying that employees in certain fields who get COVID-19, notably in healthcare and related industries, are “presumed” to have contracted it on the job.

Ahern International, the global distribution network owned by Don F. Ahern, is pleased to announce its expansion into Denmark with the acquisition of KH Lift ApS. In a deal completed April 1, 2021, the distribution division acquired the major business activities of well-established Danish distribution business, KH Lift ApS, owned by KarstenHaahr. A new entity, Ahern Denmark A/S, has been established and will take over the ongoing equipment sales, service and spare parts business with immediate effect, for leading brands including Snorkel™. The existing KH Lift team will transition to Ahern Denmark and will operate from the current KH Lift facility in Vejle, Denmark.

The Norwegian rental company, Naboen AS, recently took delivery of two Snorkel SR626E fully electric compact rough terrain telehandlers, as part of a larger order for 147 electric Snorkel lifts. The order, which was received in early 2021, includes two lithium-ion battery powered SR626E compact telehandlers, plus a mix of 145 Snorkel TM12 self-propelled telescopic mast lifts, S3219E electric slab scissor lifts, and S3006P push-around mini scissor lifts. The Snorkel SR626E is the world’s first fully electric compact rough terrain telehandler. Powered by long-lasting, maintenance-free lithium-ion batteries, the Snorkel SR626E is completely zero emissions, yet delivers the same lifting capacity and four-wheel drive capabilities as its diesel powered equivalent. Capable of lifting up to 2,600kg, the SR626E reaches a maximum lifting height of up to 5.79m, and with its compact dimensions and high-grip, non-marking tyres can easily navigate confined spaces both inside and out.

Public Workshop on May 6, 2021: California Air Resources Board (CARB) staff invites you to participate in a public workshop to begin discussion of potential proposed amendments to the In-Use Off-Road Diesel-Fueled Fleets Regulation (Off-Road Regulation). The goal of these amendments would be to reduce emissions of criteria pollutants and toxics from off-road diesel vehicles operating in California, beyond the reductions being achieved via the ongoing implementation of the existing Off-Road Regulation. The target of these amendments align with the targets set out by the Draft 2020 Mobile Source Strategy, which sets a goal of reducing statewide NOx emissions from the construction and earth moving sector by 7.5 tons per day by 2031. At this workshop, staff will be soliciting input from stakeholders on the potential regulatory scope of, approaches to, and initial concepts to achieve these emission reduction goals.
 
CARB is following directives from the Governor’s Executive Orders N-29-20 and N‑33-20 as well as the California Department of Public Health’s recommendations regarding public gatherings. As a result, the public workshop will be a remote meeting only, held via webinar; there will be no physical public access location.

Continuing the high volatility of the past several weeks, total initial claims were down sharply in California during the week of April 10, while continuing the downward trend in the rest of the states that began in early March. In California, initial claims processed in the regular program dropped 52.0% compared to the prior week, while Pandemic Unemployment Assistance (PUA) claims eased 10.9%. In the national totals, regular claims were down 20.0%, while PUA claims dropped 13.4%. Combined, total claims processed plunged 46.0% in California and 18.9% in the US numbers. While remaining at an overall higher comparative level, the current results return California to a general downward trend similar to what is being experienced in the other states.
Jon Coupal, President of the Howard Jarvis Taxpayers Association, submitted his opinion of the harm a California wealth tax would bring in a recent, online article in the Daily Breeze.
 
Last week, a few ultra-progressive legislators and a radical public employee labor organization proposed a new wealth tax which they claim would raise approximately $22 billion a year annually. Although the tax would be imposed only on the super wealthy, its downstream consequences would be felt by all Californians no matter their income or bank balance.
