The South Carolina Asphalt Pavement Association (SCAPA) is closely monitoring events related to the Coronavirus / COVID-19 outbreak to assess what impact it will have on association operations, as well as the effects to the asphalt paving industry. SCAPA has been in contact with key officials regarding road construction and will continue to provide updated guidance as it is received by the association.
 
 
   
We are sorry to inform our SCAPA members that in light of the Coronavirus/COVID-19, SCAPA has decided to cancel the SCAPA Spring Member Dinner and Legislative Day in order to limit possible exposure. Both events, which were scheduled for later this month (March 31 and April 1), have been cancelled...
 
 
   
SCAPA Members: Save the date and reserve your room for the 2020 SCAPA Summer Conference, June 26-28, 2020. The event will be held at the Omni Resort in Amelia Island, Florida. Room Block is open now; however, Sponsorship and Registration has been delayed.
 
 
   
Partners in Quality (PIQ) is a partnership program between SCAPA members and SCDOT. During the month of February, SCAPA co-hosted the PIQ meetings in six out of seven DOT districts. The District 4 Meeting was cancelled due to weather. Attendees discussed recent specification updates, best practices, and ways to improve our partnerships.
 
 
   
SCAPA Technical Director Kimberly Lyons attended CONEXPO-CON/AGG in Las Vegas last week. Women Of Asphalt made a big impression during the conference.

The South Carolina Department of Transportation has identified ongoing construction projects as a mission critical function. SCDOT plans on the continuation of construction projects, for as long as the agency can safely do so. 
 
 
   
On Monday, March 16, 2020, SCDOT announced that it would be cancelling all SCDOT Technician Certification classes through April 17, 2020. This announcement came as a response by the agency to COVID-19. Classes after this date will be evaluated in the upcoming weeks. 
 
 
   
The Transportation Technology Transfer Service and SCDOT jointly announce the postponement of the 2020 Highway Engineers Conference due to the increasing public health concern surrounding the outbreak of the coronavirus (COVID-19). The conference will be rescheduled for a date later this year.
 
 
   
Women of Asphalt are spotlighting 20 industry game changers in 2020: women in leadership, influencers, thought leaders and newcomers in the asphalt community. Do you know a standout? Nominate a worthy candidate today! Nominations will be accepted through March 31, 2020, and the 20 selected will be announced on June 1, 2020.

The purpose of this study was to investigate the current state of the practice with regard
to the use of reclaimed asphalt pavement (RAP) material for road base and subbase applications
and the potential for such use by the Virginia Department of Transportation (VDOT). To
achieve the objectives of the study, a comprehensive review of the literature was conducted and
the current state of the practice by other state departments of transportation was analyzed.
