The Spray Polyurethane Foam Alliance (SPFA) completed a Life Cycle Assessment (LCA) of open and closed-cell spray polyurethane foam (SPF) insulation in buildings to quantify cradle-to-end of life energy and environmental impacts across the entire life cycle. The LCA was conducted to assure builders, designers, and consumers that the products are indeed part of a responsible and effective energy and environmental construction solution. A complete 48-page report containing details of the SPF Life Cycle Assessment can be obtained from the Spray Polyurethane Foam Alliance website at www.sprayfoam.org. On December 19, 2012, Massachusetts Gov. Deval Patrick and other state and local government officials attended a groundbreaking ceremony for the new field headquarters of the Massachusetts Division of Fisheries and Wildlife (MassWildlife). The $25 million facility in Westborough, Mass. will include 45,000 square feet of office, laboratory and meeting space. A high-performance building envelope and energy-efficient heating and cooling systems, combined with on-site renewable energy generation, will make the MassWildlife field headquarters the first state-owned zero net energy office building.

Voters passed Proposition 39, eliminating the menu of taxation options for out-of-state corporations and generating $1.1 billion a year in the process. Half will go into the general fund for legislators to distribute among all state programs, but half must go toward energy efficiency programs in the state's public buildings for five years.

New York Gov. Andrew Cuomo issued an executive order Friday that his office said will save millions of taxpayer dollars and create thousands of jobs even as it reduces greenhouse gas emissions. Cuomo directed state agencies to increase energy efficiency in state buildings by 20 percent in seven years. He’s calling the initiative Build Smart NY.

Globally, civil and building construction projects consume over 60 percent of the raw materials extracted from the Earth’s lithosphere, with buildings representing about 24 percent of that total. This has led many researchers in the building industry to examine materials using Life Cycle Assessment (LCA) studies to analyze the possibilities for improvements in material development and selection in order to reduce the high level of embodied energy consumption in the building production stage, as well as the required energy consumption for heating, ventilation, and air conditioning demands during building operations, and the eventual energy needed for disposal or recycling of products after demolition.

The best technologies come about from the close integration of code and manufacturing, and no company can be successful by focusing upon just one half of the equation. It is essential that manufacturers are sensitive to the landscape and challenges of contractors to empower them to do the best possible job, and that contractors be very familiar with the materials they are using to produce the end-product. Both sides of this equation call for an extensive amount of expertise and, for the final product to perform as expected, demand close coordination and cooperation among the parties.

This fall for the first time in 14 years the Federal Trade Commission (FTC) updated it’s “Green Guidelines.” These guidelines focus on what companies can and can’t say in their advertisements. This is in an effort to prevent “Greenwashing” when companies use confusing or misleading terms in their advertisements that make them appear ‘Green.’ This includes broad environmental claims without any sort of certification or rating from such companies as The Green Alliance and Climate Counts which evaluates companies based on how environmentally conscious they are.

ASHRAE’s 2013 Winter Conference takes place Jan. 26-30 at the Sheraton Dallas. In the interest of reducing the training burden on our accredited contractors and programs, BPI will postpone referencing ASHRAE Standard 62.2-2010 - Ventilation and Acceptable Indoor Air Quality in Low Rise Residential Buildings in BPI's standards and certifications. ASHRAE is expected to publish an updated 62.2-2013 standard, which includes several significant changes, in the spring of 2013.

On January 8, 2013, at 3 p.m. ET, the Commercial Buildings Consortium will host a webinar on strategies and technologies to improve the performance of small and medium commercial buildings. Lee DeBaillie, Principal Energy Engineer at the Energy Center of Wisconsin (ECW), will present on ECW’s research and modeling of heating, ventilation, and air-conditioning (HVAC) systems in small commercial buildings. Dr. Xiaohui (Joe) Zhou, Building Energy Efficiency Program Manager at the Iowa Energy Center (IEC), will share information on the research and technology demonstration projects that the IEC is conducting through its Energy Resource Station and other initiatives.

The National Association of State Energy Officials (NASEO) and the Association of State Energy Research and Technology Transfer Institutions (ASERTTI) will hold the 2013 State Energy Outlook Conference from February 5-8, 2013, in Washington, D.C. The event will bring together Congressional representatives, state and federal officials, corporate executives and industry leaders to focus on state-federal energy collaboration in a new budget and policy era.
