Join TIA in the Customs Trade Partnership Against Terrorism (C-TPAT) Program

We are asking you to join us in TIA’s efforts to have non-asset-based companies join the Customs Trade Partnership Against Terrorism (C-TPAT) program. TIA has been tasked by the C-TPAT Director for our members to review the attached minimum-security requirements. Please review the minimum-security compliance document and provide feedback for us. Lastly, we ask that you join us in testifying at the upcoming Commercial Customs Operations Advisory Committee (COAC) or provide written testimony.

• Please provide our Government Affairs team insight into how these Minimum-Security Compliance questions would affect your business and submit comments on a variety of issues to the Advisory Board.

  • Members, please review these requirements, and answer the following questions as part of our fact-finding mission. I know it’s a lengthy document so if you can, skim and look at the “must” criteria.
    • Do you already comply with part or all these requirements voluntarily as part of your standard operating procedure? (please disregard those that involve asset-based questions).
    • If not, would be this be a major barrier/a reason for you to not move forward with entry into the program?
    • Further, would entry into the program motivate you to make the changes to comply with the attached document?
    • Have carriers or customers spoken about an increase in illicit activity at the northern border? Have you had delays in shipments or deliveries because of law enforcement activity?
    • How would implementing these changes affect your business?
• Commercial Customs Operations Advisory Committee (COAC) meeting:
  • Commercial Customs Operations Advisory Committee (COAC). TIA Members will be asked to submit comments on a variety of issues to the Advisory Board. We will be expressing our view on issues that impact your business. We will use docket number: Docket No. USCBP-2021-0006 to identify our comments.
    • DATES: The COAC will meet on Wednesday, March 17, 2021, from 1:00 p.m. to 5:00 p.m. EDT. Please note that the meeting may close early if the committee has completed its business. Comments must be submitted in writing no later than March 16, 2021.
    • Pre-register for the meeting here. This is important as it allows you to present oral comments at a duration of two minutes or less.
    • Send comments to tradeevents@cbp.dhs.gov. Include the docket number in the subject line of the message (USCBP-2021-0006­)
    • Instructions: All submissions received must include the words “Department of Homeland Security” and the docket number (USCBP-2021-0006) for this action.

**Important: If you want to participate in TIA’s call to action please reach out to advocacy@tianet.org, then we will then form a coalition to take this issue on. This is especially true on the COAC meeting in March, we will need a strong coalition present at the meeting, and we will walk members, who wish to participate, through this process.**
