The news late last month that General Motors plans to cut up to 14,000 workers in North America and put five plants up for possible closure gives TIA members pause to consider what – if any – effect it will have on the logistics industry. On Dec. 7, the Federal Maritime Commission (FMC) approved the recommendations and final report from Fact Finding 28, the investigation into the practices for charging detention and demurrage at U.S. ports. The FMC undertook this investigation following a December 2016 petition by TIA and the more than 20 members of the Coalition for Fair Port Practices. This petition requested that the FMC issue guidance as to what constituted “just and reasonable” practices for ocean carriers and marine terminal operators to levy charges for detention and demurrage. In the fall of 2017 we looked at 2018 as a time when upside exposure dominated. The economy seemed to be strengthening, along with freight growth. Would that continue in the coming year? The spot market was sending very strong indicators for capacity tightening and rising prices. Would the electronic logging device (ELD) mandate accelerate the increase in tightening? Would contract rates respond as spot rates already had? Or would they gently glide forward as they had during the 2014 capacity event? Well, 2018 turned out to be a year when the answers all turned out to be on the upside. Demand for fresh produce remains strong even in the winter months, when fall crops have already been harvested in the U.S. and spring is still a few months away. As we get closer to Christmas, a larger proportion of fresh fruit and vegetables are imported from Mexico, mostly through a handful of border crossing points in California, Arizona, New Mexico, and Texas.
