President: Mark Park, AAA Plumbing
Mark has been with AAA Plumbers for almost 25 years. He serves as the Texas-certified Responsible Master Plumber for the business by overseeing day to day operations, focusing on leveraging technology to increase efficiency. Mark is a U.S. Army veteran and holds a Bachelors in Business Administration from the University of Houston. He enjoys traveling and scuba diving in his free time
 
President-Elect: James Beyer, Beyer Plumbing
James Beyer is the Operations Manager of Beyer Plumbing Co. and currently serves as the San Antonio Chapter Director. James’s involvement with PHCC is fueled by the community and fellowship the organization brings, alongside his desire to bolster the greater good of trade. He says, “by working with other members from across the state and nation, you become more enriched in information and techniques that better your company and your employees.” James serves as a director for the school tours committee at the San Antonio Livestock Show and Rodeo, and February is his favorite month of the year for this reason! 
 
Treasurer: Clayton Turner, Doug Turner Plumbing
Clayton Turner is a highly experienced professional with 13.4 years of work experience in project management, construction management, and Microsoft Office. He is the Service Manager at Doug Turner Plumbing and along time member of PHCC serving in various leadership roles.
 
Secretary: Troy Koopman, Horizon Plumbing
Troy's journey into the plumbing trade is no ordinary tale. Growing up in a family entrenched in the business, he spent his summers getting hands-on with the tools, plumbing his way to some extra pocket money. Post-college, Troy ventured into the world of mortgage brokering. PHCC invites plumbing and HVAC contractors to join us in Birmingham, Alabama, for PHCC CONNECT 2024. Attendees will have the opportunity to hear from keynote speakers, form authentic connections, and learn valuable industry-related information. 
 
PHCC CONNECT will be held October 7–10 at the Birmingham Jefferson Convention Complex. The theme and primary focus of this year’s conference is “Authentic Connections,” with the goal of cultivating trust and growing relationships within the industry. 
 
CONNECT will kick off on Monday, October 7, with an opening party at the Barber Vintage Motorsports Museum. This museum features rare and vintage cars and houses the world’s largest motorcycle collection! 
 
Watch top apprentices from across the nation compete in the PHCC CONNECT Apprentice Contest. The competition will begin on Tuesday, October 8, and continue through Wednesday, October 9. Bret Burger of Armstrong Plumbing-Air-Electric took home first place at the PHCC Texas Annual Conference. We look forward to cheering on Bret as our Texas representative in the PHCC CONNECT Apprentice Contest! 
 
The conference will wrap up on Thursday, October 10 with an Awards Breakfast. This will give attendees a chance to enjoy the city of Birmingham or head back to the office and hit the ground running with their new resources and insights gained from the conference.

These major considerations are often lost when opting for a default business succession plan. 
Question: We had an employee complain that a supervisor was harassing her. We investigated the complaint, and it turned out that the supervisor was indeed harassing her. He was disciplined appropriately. However, now the original complainant is misbehaving; she acts like she can get away with anything because of the previous complaint she submitted. Are we allowed to discipline her for her misconduct? Can she claim that we’re retaliating against her because she filed a previous complaint? It feels like everyone is “walking on eggshells” around her because they’re afraid she’ll claim retaliation.

Legislative Updates
Governor Greg Abbott and Lieutenant Governor Dan Patrick issued a letter with instructions to state agencies, institutions of higher education, and other appropriate entities related to the Legislative Appropriations Requests (LAR) they will prepare and submit for the 2026-2027 biennium. The letter included their priorities including property tax relief, funding in support of electricity infrastructure, mental health facility funding, funding for Education Savings Accounts, and securing the border. Notably absent from the letter was the signature of House Speaker Dade Phelan. He issued a separate letter with similar instructions, but did not specifically include Education Savings Accounts as a legislative priority. Tensions between Lt. Governor Patrick and Speaker Phelan continue to be high following Patrick’s active opposition to Phelan’s re-election to the House earlier this year.
 
Former Houston Mayor and longtime Texas legislator Sylvester Turner was chosen by Harris County Democratic Party leaders to replace the late Congresswoman Sheila Jackson Lee on the Democratic ballot in November. The 69-year-old Turner has said he intends to serve no more than two terms.
 
Texas Secretary of State Jane Nelson announced that Robert F. Kennedy, Jr., will be a candidate on the Texas general election ballot in November. Kennedy’s campaign presented more than the minimum number of valid signatures required to petition for placement on the ballot under Texas law. Democratic leaders in Texas had been trying to keep the Independent candidate off the state ballot.
 
Texas Attorney General Ken Paxton announced his office has opened an investigation into CenterPoint Energy’s conduct during Hurricane Beryl. Specifically, the investigation is reviewing allegations of fraud, waste, and improper use of taxpayer-provided funds.
 
As part of an agreement with prosecutors related to his criminal securities fraud case, General Paxton will work at an undisclosed food bank. The case was resolved in March when the parties agreed the charges would be dismissed in exchange for Paxton’s performance of 100 hours of community service, completion of 15 hours of legal ethics classes, and payment of approximately $300,000 in restitution.
 
Retiring Republican State Representative Charles “Doc” Anderson released a statement announcing his early resignation from the House in order to allow the governor to call a special election to the fill the vacancy created by his resignation. This would also bolster his successor’s seniority in the House, which will include at least 31 new members when the legislature convenes in January. Representative Anderson was first elected in 2004.
 
Sarah Hicks, Senior Advisor and Budget Director for Governor Abbott, has departed his office following 22 years of state service between the legislative and executive branches of government. She is expected to join the governor’s former chief of staff, Gardner Pate, in the lobby.
