The Texas Workforce Commission is now accepting applications from Texas employers who employ apprentices enrolled in a qualifying apprenticeship under the Registered Apprenticeship Tax Refund Pilot Program. Eligible employers may receive a tax refund up to $2,500 for a single apprentice, who was enrolled in a registered apprenticeship program approved by the U.S. Department of Labor—Office of Apprenticeship and earned wages in the 2024 calendar year, both for a minimum of seven months.
Texas employers have until March 31, 2025, to submit applications. Employers will be informed of certification or denial of eligibility after June 1, 2025.

This revamped program, originally developed by Quality Service Contractors (QSC), gives participants focused and timely service and repair plumbing training.
Designed for contractors by contractors, this comprehensive entry-level training is targeted at employees who do residential or commercial plumbing service and repair work. Year-round open enrollment is available so employees can begin today.
The Fast Track program meets the eligibility requirements for the Foundation scholarship program, so enrollees can apply for a scholarship to help with the registration fee. Please see the scholarship webpage for details and the application deadline.

When was the last time you reviewed your life insurance coverage? Without regular reviews, it can be difficult to answer important questions about your policy.
Review Your Life Insurance
Your life insurance policy is important, but letting it sit without checking it can be risky. When reviewing, ask yourself:
- Are the beneficiary designations still correct? - Has the credited interest rate changed on permanent policies? - Have you missed or changed the amount of a premium payment, not received a dividend, or taken a loan? - Most importantly, does the amount of coverage, purpose, and projected duration still match your goals?
Without answers to these questions, it can be hard to know if your policy will be there when you need it for the reason you bought it. Your policy might be performing differently today than when you originally purchased it.

January 17, 2025
The 89th Texas Legislature kicked off its 140-day session on Tuesday, January 13. Lawmakers were greeted with a robust state budget forecast from State Comptroller Glenn Hegar, who reported a $194.6 billion revenue estimate for 2026-2027, along with a $23.76 billion surplus. The state’s Economic Stabilization Fund (Rainy Day Fund) is expected to exceed $27 billion by the end of fiscal year 2025, surpassing the constitutional cap for the first time.
The Senate began its session with the election of Republican Senator Brandon Creighton as President Pro-Tempore. The Senate recessed after approving session rules and restructuring committees, reducing membership on several, including the Finance Committee. Lieutenant Governor Dan Patrick announced committee assignments, with Senator Charles Schwertner continuing to chair the Business and Commerce Committee, which traditionally handles PHCC-related legislation. The Senate is set to reconvene on January 22.
The House also convened on January 13, with Republican Representative Dustin Burrows of Lubbock elected Speaker on the second ballot. Speaker Burrows, in his sixth term, defeated Representative David Cook by a wide margin. The House is set to finalize its rules and housekeeping resolutions when they return on January 22.

This week saw limited legislative activity due to the Martin Luther King, Jr. holiday, inaugural events, and winter weather delays. However, on January 21, budget bills HB 1 and SB 1 were filed by House Appropriations Chairman Greg Bonnen and Senate Finance Chairwoman Joan Huffman. These bills, totaling over $330 billion, include funding for property tax relief, public education (including school choice), border security, and infrastructure. Senator Huffman has scheduled Finance Committee hearings from January 27 to February 14 for public feedback.
The House reconvened on January 22 to approve the House Rules Resolution, which reduces the number of standing committees from 34 to 30 and creates new committees such as Homeland Security and Economic Development. Speaker Burrows also announced that committee preference cards are due by January 28.
On the Senate side, Senator Brandon Creighton filed SB 2, the Texas Education Freedom Act, a key priority for Governor Abbott. The bill, which creates an education savings account program, will provide $10,000 annually for each student, or $11,500 for students with disabilities. The proposal will be discussed in the Senate Education K-16 Committee on January 28.
The House will return to session on January 28, and the Senate will reconvene at 11am on January 28.
