This scholarship is available exclusively to high school seniors who are children or grandchildren of current PHCC-Texas Contractor Members. Funds will be paid directly to the recipient’s academic institution to help ease the financial burden of tuition.
 
Eligibility Requirements:
✅ Must be a high school senior graduating by July 15, 2025
✅ Parent or grandparent must be a current 2025 PHCC-TX Contractor Member
 
Application Checklist:
✔ Two teacher/counselor recommendation letters
✔ A letter from the PHCC contractor member sponsor
✔ High school transcript & first-semester senior year grades

Take a look at the Foundation's Fast Track to Service & Repair Plumbing, available through our PHCC Academy® learning platform. This revamped program, originally developed by Quality Service Contractors (QSC), gives participants focused and timely service and repair plumbing training. 
 
Designed for contractors by contractors, this comprehensive entry-level training is targeted at employees who do residential or commercial plumbing service and repair work. Year-round open enrollment is available so employees can begin today.
 
The Fast Track program meets the eligibility requirements for the Foundation scholarship program, so enrollees can apply for a scholarship to help with the registration fee. Please see the scholarship webpage for details and the application deadline.

An executive bonus plan allows an employer to pay for personally owned life or disability insurance for a key employee. The business provides the premium as a bonus, which is tax-deductible as employee compensation. In turn, the employee pays income tax on the bonus. 

If the employee passes away, their beneficiary receives the death benefit tax-free. If the employee becomes disabled, the disability benefit is paid to them tax-free.

Question

To provide professional development for our employees and make them more effective at their jobs, we pay for extensive training and educational courses. However, we have had three employees within the past year take the company-paid training and educational courses and then leave our company shortly thereafter, before we had a chance to earn a return on our investment. Are we allowed to implement “stay-or-pay” provisions, in which we require employees to pay back the amount of the courses if they leave our company within, for example, a year after completing the courses?

Legislative Updates
The 89th Texas Legislature continues its session with key legislative actions shaping policy on education, taxes, and workforce issues.
 
The Senate passed SB 2, establishing an Education Savings Account (ESA) program, with funding ranging from $2,000 to $11,500 per student. The bill now moves to the House, where Speaker Dustin Burrows has yet to assign it to committee. In addition, SB 4, increasing the homestead exemption to $140,000 ($150,000 for seniors), passed unanimously and will require voter approval in November. The Senate also passed SB 9, a bail reform package that includes Jocelyn’s Law, aimed at regulating public funds used for bail.
 
In the House, Public Education Chairman Brad Buckley introduced a package of bills:
HB 2 – School finance and teacher pay raises
HB 3 – Education savings accounts
HB 4 – Testing and accountability reform

The House Appropriations Committee is reviewing agency funding requests, while the Senate Finance Committee has named workgroups to refine the state budget. Meanwhile, the Senate Business & Commerce Committee is considering SB 21, the Texas Strategic Bitcoin Reserve and Investment Act, while the Health and Human Services Committee takes up SB 25, focused on improving healthcare access.
 
With over 4,500 bills filed and the March 14th filing deadline approaching, lawmakers are moving quickly to push priority legislation forward. The Texas Supreme Court Chief Justice Jimmy Blacklock will deliver the State of the Judiciary address this week before a joint session of the legislature.

Recent research on management styles reveals four distinct approaches, but one stands out for service companies: the "authority present" style, guided by the 2 Laws of Leadership: 1. I'm in charge. 2. You are more important than me.
 
The first style, "authority absent," treats everyone as equals - like friends in a book club. While it creates a friendly atmosphere, it makes decision-making difficult. The second style, "rules is rules," relies on strict policies rather than personal leadership. Think of a referee who can only point to the rulebook. The third style, "market rate," focuses mainly on pay and treats employees like independent contractors who can be bought or sold.
 
But it's the fourth style - "authority present" - that proves most effective in service contracting companies. Think of it like a professional sports coach who lives by that key principle: being in charge while putting their players first. When service managers use this approach, they own their authority but direct it toward their team's success. They actively engage at work sites, make quick decisions, and provide meaningful support.
 
The key difference is how authority is used. In the authority present style, team members should feel their manager's authority genuinely helps them do their jobs better. For example, when a service tech faces a difficult customer situation, they know their manager will step in with both the power and expertise to resolve the issue.
 
For service companies looking to build lasting teams, the authority present style - with its focus on using authority to serve the team - offers the best path to both employee satisfaction and operational success.
