As we reach the midpoint of the 89th Texas Legislature, significant legislative activity continues to shape the state’s policy landscape. Below is a recap of key developments from March:
Legislative Progress and Priorities Lawmakers filed a record 8,607 bills before the legislative deadline, marking an increase of 561 bills from 2023. Lieutenant Governor Dan Patrick has prioritized multiple pieces of legislation, many of which are advancing through Senate committees. Governor Greg Abbott's top priority, the Education Savings Accounts program, is under review and expected to advance soon.
Water Infrastructure and Investment Recognizing the urgent need for water infrastructure improvements, lawmakers introduced major proposals, including SB 7 and HB 16, addressing issues such as aging infrastructure, flood mitigation, and new water supply projects. Additionally, the House advanced HJR 7, a resolution proposing an annual allocation of up to $1 billion from state sales tax revenue to the Texas Water Fund.
Tax Relief and Economic Growth The House is pushing forward with a property tax relief package, including HB 8 and HB 9, aimed at compressing property tax rates and significantly increasing the exemption threshold for tangible personal property tax. Lawmakers also introduced SB 2206 and HB 4393 to extend the R&D tax credit, encouraging business innovation and economic development.
State Budget and Government Operations The Senate is preparing to debate SB 1, the 2026-2027 General Appropriations Bill, with a proposed budget of approximately $336 billion. The Senate also passed SB 6, focusing on electricity regulations and large-load growth, as well as SB 17 and SB 19, which address foreign ownership of Texas land and restrictions on public fund lobbying.
Looking Ahead With 70 days remaining in the regular session, the pace of legislative activity is expected to accelerate. The Senate and House are advancing key legislation, including constitutional amendments and tax reforms. As these discussions progress, PHCC-TX remains committed to monitoring legislative developments that impact our industry and members.

SAWS is installing electronic water meters that securely collect hourly readings from homes and businesses, transmitting the data via a protected network. This information helps generate accurate bills, sends text or email alerts for leaks and high water usage, and is easily accessible to customers through a secure, mobile-friendly app and website.
When continuous use of 5 gallons per hour for over 48 hours is detected, customers will be notified via email, text, or an automated dialer. The notification encourages customers to visit saw.org/leak to begin investigating.
The list of resources available to customers includes a Customer – Plumber Checklist. Customers are encouraged to contact a licensed plumber and use this checklist to help find the leak.

In our industry, effective communication can mean the difference between a satisfied customer and a complaint. At our recent workshop, members learned about the "Five Parts of Clear Communication" framework that can transform your customer interactions.
The Clear Communication Framework
Data: Start with measurable facts. Instead of vague promises, be specific: "Your water heater installation will be completed by Thursday at 2 PM" or "The parts arrived this morning and we'll be at your home tomorrow between 9-11 AM."
Judgment: Share your professional assessment based on experience. "Based on the age and condition of these pipes, I recommend replacement rather than repair to prevent future leaks."
If “It’s 90 degrees outside” is data. “It’s hot outside” is judgment.
Feelings: While we often leave emotions unspoken, acknowledging them builds trust. "I understand you're frustrated about the delay" shows empathy and defuses tension.
Want: Clearly state what you hope to achieve. "I want to ensure your plumbing system works reliably for years to come" aligns your goals with your customer's needs.
Action: Finish with concrete next steps. "I'll send you a detailed quote by email tonight, and if approved, we can schedule the work for next week."
