On August 31, State Materials Engineer Andy Babish formally introduced an effort that will change the mix design process in Virginia. For nearly two decades, Virginia has followed AASHTO’s SUPERPAVE Mix Design process. While never following the national specification, VDOT adopted much of the specification regarding aggregate qualities and gradations. Unlike other states that adjusted design gyrations based on project traffic loading, Virginia held to one design gyration level and adjusted the binder used in the mix. While an improvement in many regards, the SUPERPAVE mixes suffered from lower asphalt contents and premature cracking compared to the Marshall designed mixes.

Based on the recommendation of NAPA’s Succession Planning Task Group and the unanimous support of NAPA’s Executive Committee, Audrey Copeland has been appointed as the next President/CEO of NAPA. Audrey will succeed Mike Acott at NAPA’s Annual Meeting in January. During this interim period between now and the Annual Meeting, Audrey has been promoted to the position of NAPA’s Chief Operating Officer. She will still report to Mike and take on additional responsibilities as she transitions to the President position. Environmental Matters
UPDATE REISSUANCE OF GENERAL INDUSTRIAL STORMWATER VPDES PERMITDEQ held its last Regulatory Advisory Panel (RAP) for the reissuance of the General Industrial Stormwater VPDES Permit on August 16. DEQ is planning to propose the package to the State Water Control Board at its upcoming September 20 meeting seeking the Board’s permission to hold a public comment period on the proposed draft permit. As discussed in previous updates, the permit has been amended in many favorable ways. There are some areas that VAA will likely want to comment on, primarily to seek clarification of requirements, particularly about required maintenance/housekeeping provisions and some changes to the discharges authorized by the permit. We will highlight areas for comment when the proposal is issued by the Board for public comment.

VAA would like to welcome Ilker Boz to the Virginia Transportation Research Council. Ilker joined VTRC in May 2018. He came to VTRC after working for just over a year as a Research Associate in the Department of Civil and Environmental Engineering at Michigan State. Ilker completed his graduate work (Masters and Ph.D.) at Penn State, after working several years as a Civil Engineer in Turkey and briefly as a Research Engineer with the Texas Pavement Preservation Center in Austin.
Ilker’s graduate research topics ranged from characterizing asphalt concrete and RAP binder properties to the design of cement-stabilized full-depth reclaimed mixtures. At Michigan State, he studied the performance of chip seals, work he expects to continue at VTRC. In addition to the broader study of pavement preservation, Ilker will also be supporting Virginia’s move toward performance-based asphalt mixture design and acceptance, as well as ongoing work to develop process control and acceptance tests for cold recycled pavements.

VDOT’s Materials Division recently issued two Materials Division memoranda: MD 418-18 and MD 419-18. The first memorandum outlines the changes to the Secondary and Subdivision Pavement Design Guide. The main revision allows the use of recycled materials in the pavement structure. This will be beneficial in urban areas where excessive amounts of recycled asphalt pavement exist. On private development projects, the use of cold recycled asphalt materials will aid the owners in achieving green credits in different rating systems. The second revision removes the use of StreetPave as the concrete design procedure and replaced it with the 1993 AASHTO Pavement Design Guide.

VDOT Hampton Roads' employees celebrated a major address change with a ribbon-cutting at their new north Suffolk headquarters.
The move took workers from an aging complex of scattered buildings and trailers in Downtown Suffolk to an 85,000-square-foot, three-story building at 7511 Burbage Drive in the Harbour View area. The relocation aimed to bring as many of VDOT's operations as possible under one roof, allowing easier communications and collaboration between departments, while updating technologies and moving closer to Hampton Roads’ urban centers.
