HUD's New NSPIRE Inspection Model Scheduled to Begin Later This Year

The U.S. Department of Housing and Urban Development (HUD) has been developing a new inspection model to be used by their Real Estate Assessment Center (REAC) called National Standards for the Physical Inspection of Real Estate or NSPIRE. The new NSPIRE model, which replaces the Housing Quality Standards (HQS) model, aligns multiple HUD programs to a single set of inspection standards so that the same expectations of housing quality can be achieved across HUD programs. While the new protocol has been in "demonstration" for the last several years, HUD plans to implement NSPIRE inspections for Public Housing Authorities (PHAs) on July 1, 2023 and on October 1, 2023 for Multifamily Housing subject to HUD inspections.
