The 2023 Regular Session of the Virginia General Assembly is well underway, and Tuesday, February 7 will be “Crossover Day.” Crossover Day is the constitutionally determined day during each annual Session where each Chamber of the Legislature must finish work on its own bills and consider only bills that have passed out of the other. That means that by the end of the day Tuesday, the Senate of Virginia can only consider bills that have passed through the House of Delegates and vice versa. All legislation that has not progressed to that point is officially dead after Crossover.

The historic White Mill in Danville is being redeveloped into Dan River Falls, a $85 million project including 147,000 square feet of commercial space, a riverfront park and 150 apartments. The apartments, partially financed by Virginia Housing, will include one-, two- and three-bedroom units. Expected completion is late 2024.
Hickory Creek, a 294-unit community that originally opened in 1984, was sold to NorthRock Companies for $36.9 million. The company plans to renovate roughly 75% of the units within their first three years.
Breeden Construction has announced the completion of Pecan Acres, a 50-unit affordable community including clubhouse and community meeting room. The new townhome and garden-style units include stainless steel appliances and luxury vinyl tile flooring.
City Council granted Portsmouth Redevelopment and Housing Authority $1.2 million to go toward the estimated $30.5 million for a 105-unit senior community within the Lincoln Park neighborhood. The senior community will be open to those 62 and older.
Construction will begin soon on a 66-unit community in Richmond's Northside area, just west of Six Points. The plans call for working the existing facade of Mizpah Presbyterian Church into the new four-story building. The project's one-, two- and three-bedroom units will be restricted to households earning 40-60% of AMI.
City Council approved plans for a two-building, 218-unit community in South Richmond near Chippenham Hospital. The project will be partially funded by a grant from the city, as long as units are income-restricted to 60% of AMI for 30 years. Apartments will be primarily one-bedrooms with 30 two-bedroom units and 10 three-bedrooms.
City Council has approved plans for a 612-unit community off Dam Neck Rd across from Ocean Lakes Elementary School. The site will consist of nine buildings, a clubhouse, pool, and paths leading to the adjacent Red Wing Park.
