The Virginia Apartment Management Association hosted their annual conference from April 26-28, 2023 at the Hilton Norfolk The Main. Multifamily professionals from all over Virginia came together for learning, networking and more. 
In response to the rise in complaints VAMA is receiving about judges engaging in judicial activism and operating outside of the Code of Virginia, VAMA is announcing the launch of our Judicial Complaint Form.
  
VAMA proudly presented the Gloria D Jacobs Member of the Year award to Harmony Tripp-Kiser on April 28 at the closing session of the 2023 VAMA Conference. We applaud her enthusiasm and thank her for her dedication to VAMA and the multifamily industry.
While rents have risen since the beginning of the COVID-19 pandemic in 2020, the National Multifamily Housing Council has found that rent has grown an average of 6.3% annually over the last three years, a far cry from the 20-30% in headlines.

The U.S. Department of Housing and Urban Development (HUD) has been developing a new inspection model to be used by REAC called National Standards for the Physical Inspection of Real Estate or NSPIRE. The new NSPIRE model, which replaces the Housing Quality Standards (HQS) model, aligns multiple HUD programs to a single set of inspection standards so that the same expectations of housing quality can be achieved across HUD programs.

City Council approved rezoning for the project, called Scenic Heights, which includes plans for offices and 885 residential units. Of those, 313 units will be townhomes, 380 will be condos and 192 will be apartments. Housing construction is expected to begin in 2025.

Pin Oaks Estates, a $16.8M project that Breeden Construction and Petersburg Redvelopment & Housing Authority have been working on together since 2021, is now complete. Development began with the demolition of 92 of the 150 old apartments to make way for new, updated living spaces. Following the demolition, development included ground-up construction of six buildings, consisting of a total of 98 apartments, as well as a clubhouse with on-site management office, fitness center and computer lab.
The $21 million project will consist of one-, two- and three-bedroom units with rents for households making 40-60 percent of area median income (AMI), totaling 66 units. The four-story building will take place of the razed Mizpah Presbyterian Church on East Brookland Park Boulevard.

Richmond's Planning Commission approved a special-use permit for a new apartment building off Grove Avenue in the Museum District. While City Council still has to make a final vote, if approved, the six-story building, featuring 253 apartments, would take place of a vacant senior living facility.

Roanoke's Eastgate Apartments, a 14-unit, townhome-style community, was sold for $1.1 million to Restoration Turnkey Investments. The company has plans for renovations to both interiors and exteriors of the property, which was built in 1977.

S.L. Nusbaum Realty Co. recently announced that construction has begun on 2 Rivers Apartment Homes, a two-phase, 119-unit affordable community on 14.54 acres. In addition to the one-, two- and three-bedroom units, the community will feature a clubhouse with fitness center, business center, an extensive tot lot, dog park, a multi-use field, a cabana and a grilling patio.
