HUD’s Worst Case Housing Needs: 2015 Report to Congress is a nationwide assessment of severe housing problems facing very low-income renter households in 2013 based on American Housing Survey data. Very low-income renters are those who earn less than 50 percent of the area median income (AMI), and include a significant proportion of extremely low-income renters (who earn less than 30 percent of AMI).
 
 
   
The homeownership rate in the United States in the second quarter declined to 63.4%, the lowest it has been since 1967, according to data from the Department of Commerce’s Census Bureau.

Further, the steady decline since 2009 continues.
 
The U.S. Government Accountability Office (GAO) released its report on federal oversight of the Low Income Housing Tax Credit program, which concludes that there are deficiencies in the Internal Revenue Service’s (IRS) oversight of the program and recommends that Congress consider designating HUD as a joint administrator of the program.

On June 25, 2015, the Supreme Court, by a five-to-four margin, upheld the application of disparate impact under the Fair Housing Act ("FHA") in Texas Department of Housing & Community Affairs v. The Inclusive Communities Project, Inc. While upholding the theory, the Court imposed significant limitations on its application in practice.

In a continuing effort to improve safety awareness around the University of Virginia campus, BRAC has worked with the University during the past few months to develop a series of best practice guidelines we believe address many of the university's concerns and improve the quality of housing within our area. The BRAC Advisory Committee released its list of Recommended Property Guidelines to association members on 7/31.

The Communities of Opportunity Program (COP) is a Virginia income tax credit program that provides Virginia income tax credits to landlords with property in less-impoverished areas within the Greater Richmond/Petersburg area who participate in the Housing Choice Voucher program. The program goal is to decentralize poverty by enhancing low-income Virginians’ access to affordable housing units in higher income areas. The tax credit for an eligible property is equal to ten percent of the annual Fair Market Rent for that specific unit. For more information visit the link below.

BLACKSBURG — Blacksburg needs thousands more rental bedrooms for students if leaders ever hope to crack its affordable housing problem, a consultant told town council members Tuesday.

That was one of the top conclusions from a long-awaited study of Blacksburg’s downtown housing market.
