The Affordable Care Act (ACA) requires health insurers to offer a one-month Annual Special Enrollment Period starting November 15 and running through December 15 with a January 1 plan effective date. During this special enrollment period, eligible small groups can enroll in coverage without having to meet standard small group employer-contribution and/or employee-participation ratios and requirements.
