I think we can all agree that Eric Cantor’s primary defeat by Dave Brat came as a bit of a shock this past June. Cantor was a great representative for the state of Virginia, and especially understood the climate of the insurance industry.

Last month we reported on the initial launch of "live" rating in Virginia for the new CAP program. Launched in August, the first month was enormously successful and Virginia’s agency participation enrollment leapt over many other states that have been participating for many, many more months.
